About this file
This is a Justification and Approval (J&A) document for a sole-source, single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract from the United States Special Operations Command (USSOCOM) through Marine Forces Special Operations Command (MARFORSOC).
The contract establishes a new bridge IDIQ vehicle to provide event-driven, episodic training support for the Marine Raider Training Center (MRTC) Advanced Training Company (ATC) Program. The estimated contract ceiling is $3,116,230.41 for a 12-month ordering period from September 30, 2026 through September 29, 2027. Services include provision of specialized Subject Matter Experts (SMEs), role-player management, course-specific equipment, and field execution resources across multiple advanced military training courses including MARSOC Technical Surveillance Cyber Course (MTSCC), MARSOC Advanced Sniper Course (MASC), Lethal Robotics Course (LRC), Explosive Ordnance Disposal (EOD) Level I & II Courses, and SOF Level 1 Special Reconnaissance Course (SRC). Individual Task Orders will be funded with Operations and Maintenance (O&M) funds as course requirements are finalized. The sole-source award to incumbent Threat Tec, LLC is justified under 10 U.S.C. 3204(a)(1) and 41 U.S.C. 3304(a)(1) based on operational continuity requirements, the inability of other sources to meet an expedited October 1, 2026 start date, and unique qualifications of the incumbent. The J&A notes this is a temporary bridge contract pending transition to the competitive Global Service Delivery (GSD) enterprise contract in Fiscal Year 2027. Market research from a January 2023 full and open competition confirmed a robust competitive market exists for these specialized training services, with multiple qualified vendors identified including K2 Solutions, Walsingham Group, and VxL Enterprises.

• They hold active range certifications, safety qualifications, and installation clearances necessary to conduct live demolitions and high-risk sniper training safely and immediately.
6. Efforts/Actions to Increase Competition: (RFO 6.104-1(a)(6) & RFO 6.104-1 (a)(11))
This sole-source bridge action is not intended to create a permanent non-competitive environment. Rather, it directly enables a deliberate and orderly transition to full and open competition.
• Enterprise Competitive Solution: Per the USSOCOM PEO Services directive, the long-term requirement for these services will be fulfilled competitively under the Global Service Delivery (GSD) contract once it is operational.
• Execution Strategy: Awarding this sole-source bridge IDIQ to the incumbent, Threat Tee, LLC, maintains mission-critical training continuity and facilitates a single, efficient, and low-risk transfer of the entire ATC training program reauirement into the GSD enterorise contract uoon its activation.
7. Market Research: (RFO 6.104-1 (a)(S))
Market research for this requirement was conducted by reviewing the results of the recent, full and open competition held in January 2023 for these exact services under Solicitation No. H92257-23-R-0001 on the USSOCOM SOF Core Services (SCS) IDIQ contract vehicle. The competition yielded multiple comprehensive proposals from highly capable and qualified offerers, confirming that a robust competitive market exists for providing these specialized training services to MARFORSOC.
The results of that competition provide the most accurate and relevant assessment of the current market landscape. The offerers included:
1. Threat Tee, LLC (Team Threat Tee I T3): The incumbent prime contractor, who demonstrated extensive experience managing the requirement. Their proposal highlighted their established team, including key subcontractors Rigid Tactical (RT), who developed the Littoral Mobility Course (LMC), and Asymmetric Solutions (ASUSA), a provider of advanced sniper training. Their proposal confirmed 100% incumbent staff retention and a proven ability to manage all eight interdependent training modules.
2. K2 Solutions, Inc. (Team K2): A prime offerer who also presented as an incumbent through their teaming arrangement with ITility LLC and Tactical Electronics (TE). Their proposal detailed over six years of direct experience supporting the SR Program, having executed 28 course iterations and 58 separate exercise events for MARFORSOC. They emphasized a "no-risk" solution by proposing the retention of all incumbent personnel and leveraging their existing local Program Management Office in Sneads Ferry, NC.
3. Walsingham Group, Inc. (Team WGI): A prime offerer with extensive SOF training support experience. Their proposal identified a deep bench of over 2 500 vetted personnel and a oroorietarv resource manaaement svstem
