About this opportunity
The Department of State awarded a sole-source bridge contract to McColm & Company LLC for specialized instructional support services to the National Foreign Affairs Training Center on September 18, 2026, under contract 19FS1A26P0062.
The justification cites 41 USC 3304 and FAR 6.103-2, Unusual and Compelling Urgency, to prevent a critical lapse in mission-essential operations. The urgency stems from organizational realignment requiring requirement refinement, industry feedback incorporation, and technical validation of new training content. Market research confirmed McColm & Company is the only viable source capable of providing uninterrupted continuity with zero ramp-up risk due to incumbent institutional knowledge, specialized functional management capabilities, and mid-cycle academic risks tied to active language-integrated course cohorts. Transition delays associated with security clearances and operational familiarization posed additional constraints.
McColm & Company, located at 3100 Clarendon Boulevard, Arlington, VA, will design, manage, and deliver comprehensive Area Studies courses spanning thematic, regional, sub-regional, and country-specific topics. Services include course instruction with complete lifecycle management, course administration, and guest speaker management including honoraria and fees processing. The contract is a nine-month firm-fixed-price interim bridge award. The Government is executing a parallel bridge action with a second suite holder to preserve the dual-vendor framework, with future long-term competition anticipated under the GSA Multiple Award Schedule vehicle. No pre-award notice was published on SAM.gov citing FAR 5.101(b) exception.
