About this opportunity
The U.S. Citizenship and Immigration Services, under the Department of Homeland Security, extended the period of performance of task order #70SBUR22F00000114 under the CIO-SP3 Small Business GWAC to Softrams, LLC on a sole-source basis via modification P00032 pursuant to FAR 16.507-6.
USCIS justified the non-competitive extension under FAR 16.507-6(b)(2), asserting that only Softrams possesses the specialized skills, knowledge, and experience required at the necessary quality level. The Government determined that a sole-source extension is the most efficient approach to continue system maintenance and security work for mission-critical IT services supporting the Electronic Immigration System (ELIS) and the Global enterprise case management system while a post-award protest of the successor ODOS 3.1 competitive recompete remains pending. Transitioning to new awardees during this protest period risks mission-critical service delivery and disruption of adjudication processing representing over 90 percent of the Agency's workload.
The extension period runs from September 25, 2026 through December 24, 2026 (three months). Performance work includes resolution and root cause analysis of incident tickets, enhancements to fraud detection and vetting capabilities aligned with Executive Orders 14158 and 14161, and efficiency improvements for Gold Card and D1/D2 initiatives. The original task order was competitively awarded in July 2022 under CIO-SP3, which remains valid through October 29, 2026.
