About this file

This is a Justification for Exception to Fair Opportunity, filed by the Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS), seeking approval for a sole-source extension to Softrams, LLC via modification No. P00032 to Task Order No. 70SBUR22F00000114.

USCIS proposes to extend the existing task order to continue system maintenance and security work for mission-critical IT services supporting the Electronic Immigration System (ELIS) and the Global enterprise case management system. The extension period runs from September 25, 2026 through December 24, 2026 (three months), with performance work including resolution and root cause analysis of incident tickets, enhancements to fraud detection and vetting capabilities aligned with Executive Orders 14158 and 14161, and efficiency improvements for Gold Card and D1/D2 initiatives. The original task order was competitively awarded in July 2022 under the Chief Information Officer–Solutions and Partners 3 (CIO-SP3) Small Business Government-Wide Acquisition Contract (GWAC), which remains valid through October 29, 2026. The justification cites RFO 16.507-6(b)(2) as the statutory basis, asserting that only Softrams possesses the specialized skills, knowledge, and experience required at the necessary quality level. The Government determined that a non-competitive extension is the most efficient approach to continue system maintenance while the post-award protest of the successor ODOS 3.1 competitive recompete is pending resolution, preventing transition to new awardees without risking mission-critical service delivery and the processing of over 90 percent of the Agency's adjudication workload.
