About this opportunity

The Defense Logistics Agency Troop Support Medical is acquiring two Asteres ScriptCenter pharmacy systems for Wilford Hall Ambulatory Care Hospital at Lackland Air Force Base on a sole-source basis, under Lovell Government Services Patient Monitoring and Capital Equipment Contract SPE2D1-24-D-0007.

The justification cites FAR 16.507-6(b)(2) and DOD Class Deviation 2026-O0045. Asteres is the sole developer, patent holder, and manufacturer of the ScriptCenter system in both commercial and federal markets. The hospital requires interoperability with existing pharmacy workflow systems—iA NEXiA, Parata P2000, and ScriptPro SPCentral—along with fingerprint scanning, camera identification, Department of Defense ID Card scanning, and Authorization to Operate on the Medical Country of Origin Information (MEDCOI) system. Asteres' proprietary "Campus Mode" interface is the only available means to integrate the new systems with Wilford Hall's current infrastructure and enable communications between multiple units regarding prescription locations, patient identities, and workflow integrations with MHS Genesis. The procurement will expand the facility's ScriptCenter capability from two existing units to four total units. The Lovell PMCE contract is valid through March 13, 2034. Place of performance is Lackland Air Force Base, Texas. Contract pricing has been determined fair and reasonable through comparison with commercial pricing.

Notice text

Due to an adminstrative error, this is a reposting of the above forementioned JEFO.

The action submitted for approval is for the acquisition of two (2) Asteres ScriptCenters for the Defense Health Agency (DHA) Military Treatment Facility (MTF): two (2) Asteres ScriptCenter located at Wilford Hall Ambulatory Care Hospital at Lackland Air Force Base (AFB).  In support of this acquisition, an order will be placed under Lovell Government Services Patient Monitoring and Capital Equipment (PMCE) Contract SPE2D1-24-D-0007, valid through March 13, 2034.

Wilford Hall Ambulatory Care Hospital currently has two (2) Asteres ScriptCenter in use, this procurement is for an additional Asteres ScriptCenter which will expand the available storage on site.  The use of this authority is necessary for the purpose of purchasing equipment for both Wilford Hall Ambulatory Care Hospital at Lackland AFB. This add-on will expand the current Asteres ScriptCenter from two (2) to four (4) total units at the Wilford Hall Ambulatory Care Hospital at Lackland AFB. The use of this authority is necessary because Wilford Hall Ambulatory Care Hospital at Lackland AFB has set the following minimum requirements:

  1. Interoperable with the current pharmacy workflow, namely, iA NEXiA, Parata P2000, and ScriptPro SPCentral
  2. Utilizes fingerprint scanning and camera identification
  3.  Able to scan the Department of Defense ID Card and match the patient to the prescriptions
  4. Must have an Authorization to Operate (ATO) on the Medical Country of Origin Information (MEDCOI) system

ScriptCenter is connected using “Campus Mode,” allowing communications between systems regarding prescription locations, patient identities, and integrations with workflow and MHS Genesis. Campus Mode is a proprietary interface, developed solely by Asteres, without which an additional external will call machine would not be interoperable with Lackland PX’s current system.

Asteres is the sole provider of the software subscription and maintenance support required to operate and maintain a ScriptCenter system. Further, Asteres has not entered into any agreements with other companies to resell their products or services; therefore, third party offerings are unavailable. Asteres Inc. has an Authority to Operate (ATO) on the MEDCOI network and has active interfaces with all three DHA pharmacy workflow systems (iA’s NEXiA, ScriptPro’s SP Central, and Parata’s P2000).

Awarded contract SPE2D1-24-D-0007 to unknown vendor for unknown amount on 2026-08-31.
