About this opportunity
The Department of Homeland Security (DHS) Office of Procurement Operations has issued a Justification for an Exception to Fair Opportunity (JEFO) pursuant to FAR 16.505(b)(2)(ii)(B) to increase the ceiling value of an existing task order with Four Points Technology, LLC for the DHS Enterprise Cloud - Amazon Web Services (DEC-AWS) contract. The increase from $XXX to $3M is necessary to support the DHS Solutions Development Directorate's AWS requirements for the Office of Biometric Identity Management's Homeland Advanced Recognition Technology (HART) system. DHS has determined that AWS services are unique and highly specialized, and that migrating the HART system to an alternative cloud platform would be technically infeasible and cost-prohibitive, thus justifying the sole source increase rather than a new competition.
