About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston has awarded a noncompetitive ceiling increase modification to JLL-RER Solutions, LLC on contract W9124J-23-D-0016, increasing the contract ceiling by $109.3 million to a total value of $200.6 million on a limited-sources basis.
The justification cites Title 10 U.S.C. Section 3204(a)(2), implemented through FAR 6.103-2 (Unusual and Compelling Urgency). The urgency stems from July 2026 displacement of 5,200 Initial Entry Trainees from Army Barracks at Joint Base San Antonio and lack of current barracks inspections affecting servicemember readiness and safety. JLL-RER is deemed the only viable source due to its existing infrastructure, independent inspector network, mobilization readiness, and environmental testing capability as the incumbent contractor. Market research under the base IDIQ evaluated four offerors (Tetra Tech, JLL-RER, ISN, and Jacobs), with JLL-RER providing best overall value.
The requirement covers continued independent housing inspections, habitability assessments, mold evaluations, and indoor air quality testing across the Army's privatized, government-owned, government-controlled, and leased housing portfolio, encompassing approximately 7,000 buildings. Services include structural, HVAC, plumbing, and electrical evaluations; visual mold assessments; IAQ testing; environmental sampling; and reporting and data integration. Performance period is August 12, 2026 through September 24, 2028. The Government commits to conducting competitive actions once the urgent need is resolved.
