About this opportunity

The Department of the Navy's Naval Facilities Engineering Command (NAVFAC) Northwest issued a Justification and Approval notice on January 30, 2026, to increase the capacity of an existing 8(a) Multiple Award Construction Contract (MACC) by $110 million, raising the total contract ceiling from $400 million to $510 million. The MACC provides firm-fixed-price construction services for military facilities, with individual task orders typically valued between $100,000 and $10,000,000. The capacity increase was necessitated by an unforeseen surge in mission-critical construction demands at Naval Base Kitsap, NAS Whidbey Island, and NSE Everett that were not anticipated during the original contract forecasting, with the previous $51.5 million in remaining capacity proving critically insufficient for the Fiscal Year 2026 construction portfolio. The contract was originally competitively awarded on July 28, 2023, to ten 8(a) small business contractors, including Port Madison Construction Corporation, DTS P&L, Ayko Group - WA Patriot JV LLC, Grenlar Shape JV, Blue Trident-Newton JV, Tri-Coast Pac Tech JV, Bristol Prime, Chugach, Doyon Management, and GSINA-Pacific JV2, and all future task orders will continue to be competed among these existing MACC holders to the maximum extent practicable. The award was finalized on January 29, 2026, under contract number N44255-23-D-1600 through 1609, with a new total contract capacity of $510 million supporting construction services through the contract's five-year option period.

Notice text

This notice announces a modification to the previously awarded 8(a) Multiple Award Construction Contract (MACC) to increase its total capacity. The contract ceiling will be raised by $110,000,000, from $400,000,000 to a new total of $510,000,000. This award was made pursuant to the Partnership Agreement between the U.S. Small Business Administration (SBA) and the U.S. Department of Defense, dated January 7, 2013, under SBA Requirement number KH1616087697J. The MACC has no pre-established fixed contract prices; instead, task orders are awarded on a firm-fixed-price basis, with the scope and timing of work determined by the Contracting Officer or their authorized representative. Please note that no future task orders will be executed under this MACC, and only modifications to existing task orders are contemplated.

Awarded contract N44255-23-D-1600_1601_1602_1603_1604_1605_1606_1607_1608_1609 to unknown vendor for unknown amount on 2026-01-29.
