About this file
This document is a Justification and Approval (J&A) for Use of Other Than Full and Open Competition issued by the Department of the Navy, Naval Facilities Engineering Systems Command Northwest (NAVFAC) in Silverdale, Washington.
The Navy seeks to increase the contract ceiling for an existing 8(a) Multiple Award Construction Contract (MACC) by $110 million, raising the total contract capacity from $400 million to $510 million. The underlying MACC was competitively awarded on July 28, 2023, to ten 8(a) small business contractors with a three-year base period and five-year option period. Task orders under this contract are firm-fixed price, typically ranging from $100,000 to $10,000,000 per award. The ten incumbent contractors are Port Madison Construction Corporation, DTS P&L, Ayko Group – WA Patriot JV LLC, Grenlar Shape JV, Blue Trident-Newton JV, Tri-Coast Pac Tech JV, Bristol Prime, Chugach, Doyon Management, and GSINA-Pacific JV2. The current contract is active with approximately $51.5 million in remaining capacity, which is critically insufficient to support the mission-critical construction portfolio planned for Fiscal Year 2026 at Naval Base Kitsap, NAS Whidbey Island, and NSE Everett. The capacity increase addresses an unforeseen surge in construction demands from the Northwest Region that were not part of the original forecast. All task orders issued against the increased capacity will be competed among existing MACC holders to the maximum extent practicable. The Government has determined the anticipated cost is fair and reasonable, and NAVFAC Northwest is developing new construction contract vehicles with larger capacities to support future workload and prevent similar shortfalls.
