About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston has awarded a sole-source contract (W912426RA012) to Advanced Communications & Cabling, Inc. (dba Lone Star Communications) for software, service, and support of the Brooke Army Medical Center Nurse Call System, with an estimated total value of $1.7 million and an award date of September 29, 2026.

The justification rests on the proprietary nature of the Rauland Borg R5 inpatient nurse call system and Rauland-Borg Corporation's exclusive geographical distributorship policy, which designates Advanced Communications & Cabling as the only authorized regional distributor. Advanced Communications & Cabling has served as the incumbent provider since 2012 with CPARS ratings ranging from Satisfactory to Very Good. The Nurse Call system comprises two interdependent subsystems: the Rauland Borg R5 (for urgent and emergent patient alerts) and Connexall Middleware (routing platform for alerts to staff communication systems). Alternative approaches were rejected: system cancellation would compromise patient safety; procuring a new system would waste an $11 million modernization investment completed in April 2020; and using an unauthorized contractor would introduce technical risks, void warranties, and potentially render the mission-critical system unusable. A Sources Sought Notice posted January 22–February 6, 2026, yielded two responses, neither of which possessed required Rauland-Borg authorizations.

The contract period runs from September 30, 2026, through September 29, 2031, with four option years and an additional six-month extension under FAR Clause 52.217-8, subject to fund availability. The contract includes a hardware upgrade for the R5 servers in the base year. Place of performance is Brooke Army Medical Center. The government committed to re-evaluating the market in Fiscal Year 2030 and issuing a Sources Sought Notice or RFI in Fiscal Year 2031 to assess competition viability for the 2032 follow-on requirement.
