FAR Part 12 Sole Source Justification and Approval
This is a justification document for a sole-source procurement by the U.S. Army Mission and Installation Contracting Command (MICC-FSH) for Brooke Army Medical Center (BAMC). The requirement is for software, service, and maintenance support of the BAMC Nurse Call System, comprising two interdependent subsystems: Rauland Borg R5 (inpatient nurse call system for urgent and emergent alerts) and Connexall Middleware (routing platform for patient alerts to staff communication systems). The proposed contractor is Advanced Communications & Cabling, Inc. (dba Lone Star Communications), the incumbent provider since 2012, with CPARS ratings ranging from "Satisfactory" to "Very Good." The contract will be firm-fixed-price with a total estimated value of $1.7 million, covering support for five Nurse Call servers, eight Connexall servers, and associated software, including a hardware upgrade for the R5 servers in the base year.
The contract period spans from September 30, 2026, through September 29, 2031, with four option years and an additional six-month extension under FAR Clause 52.217-8, subject to fund availability. The sole-source justification is based on the proprietary nature of the Rauland Borg R5 system and Rauland-Borg Corporation's exclusive geographical distributorship policy, making Advanced Communications & Cabling the only authorized distributor for BAMC's region. Alternatives were rejected: system cancellation would compromise patient safety; procuring a new system would waste the $11 million modernization investment completed in April 2020; and using an unauthorized contractor would introduce unacceptable technical risks, void warranties, and potentially render the mission-critical system unusable. A Sources Sought Notice posted January 22–February 6, 2026, yielded two responses, but neither respondent possessed required Rauland-Borg authorizations. The government committed to re-evaluating the market in Fiscal Year 2030 and issuing a Sources Sought Notice or RFI in Fiscal Year 2031 to assess competition viability for the 2032 follow-on requirement.

FAR Part 12 Sole Source Justification and Approval
1. Requiring Activity: Brooke Army Medical Center (BAMC), JBSA Fort Sam Houston, TX
2. Contracting Activity: U.S. Army Mission and Installation Contracting Command – JBSA Fort Sam Houston (MICC-FSH), 2205 Infantry Post Road, JBSA Fort Sam Houston, Texas 78234-1361.
3. Description of Action: Request approval for a follow-on, firm-fixed-price sole-source contract to continue existing support and maintenance of the Nurse Call System Software contract with Advanced Communications & Cabling, Inc. The current contract W9124J21C0029 is set to expire on 29 September 2026. The Government projects award for 28 September 2026 and fiscal year 2026 Operations and Maintenance funds will be used.
4. Description of Supplies/Services: BAMC requires a non-personal services contract to provide software, service, and support for the BAMC Nurse Call System. The Nurse Call system is comprised of two sub systems (Rauland Borg R5 and Connexall Middleware). Rauland Borg R5 is the inpatient nurse call system that supports urgent and emergent alerts and messages that route through the Connexall middleware platform, which routes calls to various communication systems alerting staff of many types of patient alerts ranging from Routine to Emergent. Both systems are interdependent on each other to support inpatient messaging to support staff. The contractor will be responsible for telephonic and/or onsite support in maintaining the two subsystems. The contractor will provide support for five (5) Nurse Call servers, eight (8) Connexall servers and associated software. Additionally, the R5 servers require a hardware upgrade, which will be included in the Base Year estimated value.

5. Authority Cited: Simplified acquisition procedures for Commercial Products and Commercial Services, Title 41 U.S.C. 1901 as implemented by FAR 12.201-1 – Only one responsible source.
6. Reason for Authority Cited: For this follow-on requirement, the Rauland-Borg Responder 5 Nurse Call System is available from only one responsible source. This is due to the proprietary nature of the data, the specific software architecture of the system, and manufacturer-controlled geographic distribution rights that are exclusive to the original provider. As such, no other supplies or services will satisfy the agency's requirements. This justification is prepared in accordance with the special documentation requirements of FAR 12.102, using the format specified in FAR 6.104.
a. Background. The BAMC Nurse Call System currently in use employs proprietary Rauland Borg R5 software and hardware that requires updating on a regular basis and the support services can only be provided by authorized distributors of Rauland-Borg Corporation. Advanced Communications & Cabling (dba Lone Star Communications) is the authorized Rauland-Borg distributor for the geographical area in which BAMC is located. Due to Rauland-Borg's policy of exclusive geographical distributorships, no other vendors would be able to provide the required manufacturer authorized maintenance and support.
b. Alternatives:
(1) System Cancellation. The system is integral to the safe execution of the medical center's mission. Its function is to provide an immediate and reliable method for patients to signal for assistance, making it an essential tool for patient support and emergency response. Removing this capability would severely degrade the standard of care and is inconsistent with fundamental patient safety protocols. For this reason, canceling the system is not a valid option.
(2) Procure a New Nurse Call System. Procuring a new nurse call system is not a viable alternative at this time. BAMC completed a comprehensive, $11 million modernization of the current Rauland Borg R5 nurse call system in April 2020. This system has an estimated lifecycle of 10 years and is therefore in the early stages of its operational life. To procure a different system at this juncture would negate the significant capital investment already made and incur substantial, unnecessary costs for a duplicative capability. The current requirement is solely for the continued software support and maintenance of the existing, fully functional system, not its replacement.
Therefore, replacing the system would introduce redundant costs and is not justified given the recent modernization and viability of the existing infrastructure.
(3) Alternative Contractor. This alternative is not considered feasible due to the proprietary nature of the Rauland Borg R5 Nurse Call system. Engaging a third-party contractor not authorized by the Original Equipment Manufacturer (OEM) would introduce significant technical and operational risks. An unauthorized vendor would lack the requisite factory training, proprietary diagnostic tools, and in-depth knowledge of the system's unique software architecture. Furthermore, any attempt by an unauthorized party to service or replace hardware components would create a high risk of interoperability failures and compatibility conflicts, which could compromise system function. These actions would likely void existing OEM warranties and support agreements, placing the full liability for system failure on the Government. The potential for rendering this mission-critical system unstable or completely unusable makes this an unacceptable risk to patient safety.
c. Justification: The only feasible course of action is to procure software support and hardware upgrade services from the OEM for the Rauland Borg Responder 5 (R5) Nurse Call System. This system is mission-critical to patient safety at BAMC.
Alternatives were rejected because canceling the system would endanger patients;
replacing the system would be fiscally irresponsible after a $11M modernization was completed in 2020; and using an unauthorized contractor would introduce unacceptable technical risk to the proprietary system, likely causing it to fail.
The R5 Nurse Call system provides urgent and emergent alerts for in-patient care, and its reliability is essential. Given that the system is proprietary and that other alternatives present clear risks to safety, finance, and mission-accomplishment, a sole-source procurement is the only viable approach to ensure the system remains fully operational and supported.
d. Impact if this justification is not approved. The Nurse Call System is a mission-critical component of in-patient care at BAMC, providing the primary communication link for urgent and emergent medical events. Not having this system would result in a critical capability gap, directly compromising the staff's ability to provide timely responses to patients in distress. Any disruption in this capability could lead to significant delays in critical care and potentially adverse patient outcomes.
7. Efforts to Obtain Competition: Due to the validated sole-source status of this requirement, direct competitive solicitations are not applicable. Furthermore, analysis indicates that the scope and unique characteristics of these system support services do not allow for effective subcontracting competition. Therefore, no subcontracting opportunities have been identified for this effort.
8. Actions to Increase Competition: In an effort to identify all potential sources, a Sources Sought Notice was published to SAM.gov, remaining open from 22 January 2026 to 6 February 2026. The notice solicited responses from vendors capable of providing the proprietary software, hardware support, and maintenance services required. Although two vendors responded to the notice, a subsequent review of their capabilities statements determined that neither possessed the necessary Rauland-Borg manufacturer authorizations nor the capabilities to perform the proprietary services sought. Rauland-Borg restricts distribution and service support by geography, and Advanced Communications & Cabling (dba Lone Star Communications) is the exclusive authorized distributor for the region in which BAMC is located. Due to these OEM-imposed authorized distributor restrictions, no other vendor can legally or technically perform the required services, and therefore further actions to increase competition would be unsuccessful.
To ensure the 2032 follow-on requirement obtains maximum competition, the government will take specific actions to address the incumbent's claim of exclusive distributorship for Rauland products. This process will begin in Fiscal Year 2030, when the requiring activity will formally re-evaluate the market to determine if alternative technologies can meet the government's needs or if other vendors have become authorized to service Rauland systems. Following this initial analysis, the contracting office plans to issue a Sources Sought Notice or Request for Information (RFI) in Fiscal Year 2031 to actively query industry and determine if multiple capable sources exist.
Ultimately, the results of these efforts will inform the final acquisition strategy in Fiscal Year 2032, which will definitively document whether a competitive solicitation is viable or if a sole-source justification is warranted based on the comprehensive research conducted.
9. Market Research: In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 212.102-70(a), which refers to DFARS 206.104-71(a)(2) and DFARS Procedures, Guidance and Information (PGI) 206.104-71(1), a sources sought notice was posted to SAM.Gov on 22 January 2026 for 16 days, inviting industry to demonstrate the capability to service this proprietary system. While this effort yielded two responses, a thorough analysis of each respondents capabilities statement confirmed that neither respondent was an authorized distributor or otherwise capable of providing the required services. This market research validates the sole-source nature of this requirement, confirming that no other viable sources exist due to the manufacturer's restrictions.
10. Interested Sources: To date, no other sources have written to express interest in the acquisition other than those that responded to the sources sought notice.
11. Other Facts:
Procurement History: The proposed contractor, Advanced Communications & Cabling (dba Lone Star Communications), is the incumbent and has provided these proprietary maintenance and support services continuously since 2012. A review of the Contractor Performance Assessment Rating System (CPARS) confirms a consistent record of reliable support, with ratings ranging from “Satisfactory” to “Very Good”.
