About this opportunity
The Department of the Navy Naval Supply Systems Command intends to modify contract N00244-24-D-0003 with Netzer-Russell Consulting LLC on a sole-source basis, adding analytical, engineering, and technical support services for operational test and evaluation of the F/A-18E/F Super Hornet and EA-18G Growler aircraft. The modification increases the contract ceiling from $18,985,913.26 to an estimated $25,014,065.67.
The justification cites 10 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1, only one responsible source. The modification incorporates the MEERKAT electromagnetic warfare modeling and simulation software system and expanded staffing to support Agile directive mandates. The incumbent contractor's existing knowledge of the underlying contract and the technical continuity required for the EW M&S integration support the sole-source determination. Performance extends from date of award through March 21, 2029, requiring an estimated 2.5 annual full-time equivalents (2.0 for subject matter experts and flight test engineer support; 0.5 for program management). Key deliverables include quarterly software updates, renderable 4D EW M&S reports for test events, trip reports, scenario and framework planning documents, test briefs, accreditation reports, kneeboard cards and surveys, and monthly status reports. The contracting activity is NAVSUP Fleet Logistics Center San Diego Regional Contracts Department, with the requesting agency being Air Test and Evaluation Squadron Nine (VX-9) at China Lake, California. PSC code is R425 (Support—Professional: Engineering/Technical).
