About this opportunity

Naval Air Systems Command (NAVAIR), PMA-271, intends to award a modification to an existing delivery order to Rockwell Collins/Collins Aerospace (CAGE 13499) for one year of Java SE, MySQL, Trellix, and Veeam software licenses for the E-6B aircraft, with performance period 1 December 2026 through 30 November 2027 and a response deadline of 6 November 2026. This is a sole-source award under an existing Basic Ordering Agreement (N0001924G0017), justified by Collins Aerospace's status as the original equipment manufacturer and exclusive holder of technical data and system architecture documentation for the E-6B Block I and Block II Mission Software System, Sustainment and Support System (SASS), and Command Display Unit (CDU).

The modification supports operation and sustainment of mission-critical software systems on the E-6B platform. No set-aside applies. The action exceeds the simplified acquisition threshold and is not subject to WTO GPA or Free Trade Agreement restrictions. No qualification requirements are imposed for award. The underlying BOA was awarded sole source under 10 U.S.C. 3204(a)(1) and FAR Subpart 6.302-1 prior to the Department of War's Revolutionary FAR Overhaul Class Deviation 2026-O0017, Revision 1 (23 January 2026).

Notice text

The Naval Air Systems Command (NAVAIR), PMA-271 Airborne Strategic Command, Control and Communications Program Office, intends to enter into negotiations and subsequently award to Rockwell Collins, Inc., doing business as Collins Aerospace Government Systems Division (CAGE Code: 13499), a modification to Delivery Order (DO) N0001925F0087 issued under Basic Ordering Agreement (BOA) N0001924G0017, to procure one-year of Java SE, MySQL, Trellix, and Veeam software licenses required to support the Block I and Block II Mission Software System, Sustainment and Support System (SASS), and Command Display Unit (CDU) for the E-6B aircraft for 01 December through 30 November 2027. The software licenses are required to operate the systems listed above.

This action is anticipated to be greater than SAT.

This action is not subject to the World Trade Organization Government Procurement Agreement (WTO GPA) and/or a Free Trade Agreement (FTA).

This action is not anticipated to be awarded as a construction contract to a small business.

This action does not require qualification requirements to be eligible for award.

BOA N0001924G0017 was awarded sole source to Collins Aerospace under the authority of 10 U.S.C 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1 prior to the Department of War implementation of the Revolutionary FAR Overhaul Part 6, Class Deviation (CD) 2026-O0017, Revision 1, dated 23 January 2026.  The modification for software licenses described above will be on an existing delivery order for highly specialized software support services, on the systems identified above, related to mission system installation, operation, sustainment, development, integration, and testing on the E-6B aircraft for which Collins Aerospace is the Original Equipment Manufacturer.  As such, Collins Aerospace possesses the technical data and knowledge, including system architecture and compatibility requirements for Block I and Block II Mission Software System, SASS, and CDU on the E-6B aircraft, which are necessary to identify the quantity and version of the required software licenses for those systems. Award to any other source would result in unacceptable delays in fulfilling the agency’s requirements.  Any technical data associated with this action can be obtained through Rockwell Collins Inc.

This action is a result of the sources sought notice posted on 28 July 2026.  This action will not be a small business set aside. The NAVAIR Office of Small Business Programs concurs with this set-aside determination.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency within 15 days after the publication date of this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.

Responses shall be made in writing by e-mail to the attention of Shoaibur Qureshi at (shoaibur.r.qureshi.civ@us.navy.mil) and Lisa Troccoli (lisa.j.troccoli.civ@us.navy.mil). Companies interested in subcontracting opportunities should contact Collins Aerospace directly via Amber Hanlon, at amber.hanlon@collins.com.
