About this opportunity

The Department of State is preparing to issue a solicitation for health insurance coverage for JUSMAG (Joint United States Military Assistance Group) and Contractual Employees in Manila, Philippines. The procurement will focus on direct health and medical insurance services for government personnel, with an anticipated solicitation release during the second week of June 2025. The government intends to award the contract to the lowest priced technically acceptable offeror who demonstrates responsibility and meets all requirements. All potential contractors must be registered in the System for Award Management (SAM) database prior to contract award, as mandated by FAR provision 52.204-7. Electronic submissions will be accepted via email to ManilaPurchasing@state.gov, with specific file format requirements including MS-Word, MS-Excel, or PDF files not exceeding 10MB.

The pre-solicitation notice indicates no specific set-aside classifications for this procurement, suggesting open competition among qualified health insurance providers. The contract will be structured as a firm fixed price purchase order, with potential award possible based on initial offers without further negotiations. While specific award values are not disclosed, the opportunity falls under NAICS category 524114 for Direct Health and Medical Insurance Carriers and PSC category G007 for Social-Government Health Insurance Programs. The procurement is specifically targeted at providing health insurance coverage for JUSMAG and contractual employees in the Philippines, suggesting a potentially significant but geographically limited scope.
