About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Sam Houston is procuring ice storage solutions to support Joint Task Force operations along the Southern Border in response to a Presidential National Emergency Declaration. The contractor must provide non-personal services including cold storage equipment (such as reefer trucks) capable of maintaining ice at 0-20 degrees Fahrenheit, along with comprehensive maintenance services and the ability to respond to equipment failures within eight hours. Key requirements include delivering storage containers within 96 hours of contract award, relocating equipment within 24 hours when needed, and maintaining 24/7 availability through a designated contract manager. The government will evaluate proposals using a lowest-priced, technically acceptable approach across four factors: Cost/Price, Technical Capability, Mission Capability, and Past Performance. Proposals are due by June 30, 2025, with the contract period running from July 18 through November 30, 2025.

This solicitation does not utilize any set-aside designations and will serve 21 specific military locations across California, Arizona, and Texas, with primary performance at Fort Huachuca in Sierra Vista, Arizona. The contract requires storage capacity for significant weekly ice quantities totaling 174,048 pounds per week, consisting of 116,032 pounds of bag ice and 58,016 pounds of block ice distributed across locations supporting various task forces including TF GRIFFIN, TF DEMON, TF SENTINEL, TF MOUNTAIN WARRIOR, and TF TOUGH OMBRES. The contractor must provide uniformed personnel with appropriate background checks and security clearances, maintain continuous operations throughout the contract period, and ensure storage solutions are appropriately sized to match the specified quantities at each designated location. No incumbent contractor or specific budget range is identified in the solicitation materials, though the substantial ice storage requirements and multi-state operational scope suggest a significant contract value.
