About this file

This document is a Request for Task Order Proposals (RTOP) for a Joint Task Force Southern Border Ice Storage Service contract. The solicitation requires offerors to submit proposals by 20 June 2025 at 1200 Eastern Standard Time to multiple Army contracting officers, with detailed requirements including submission of contract manager qualifications, time to Full Operational Capability (96 hours), ice storage service provider contact information, storage solution specifications, quantities, and pricing.

The government will award the contract to the lowest-priced, technically acceptable offer, evaluating proposals across four key factors: Cost/Price, Technical Capability, Mission Capability, and Past Performance. Technical requirements include demonstrating understanding of ice storage, maintenance, fueling, and ability to repair/replace storage containers within 8 hours. Past performance evaluation will assess relevance of previous work, quality of performance, compliance with contract requirements, customer satisfaction, and timeliness of delivery. Offerors without relevant past performance will receive a neutral "Acceptable" rating. The solicitation is issued by the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Sam Houston for ice storage solutions at specified locations.
