About this opportunity

The Department of State's Foreign Service Institute (FSI) is seeking five contract Counselors to support the Job Search/Transition Program (JSTP) in March 2025, with the primary objective of helping federal employees plan for retirement and career transitions. The solicitation requires counselors to provide comprehensive career guidance during a virtual two-month program, working intensively during the first month to facilitate individual and group counseling sessions, develop resumes, and conduct mock interviews. Qualified candidates must have a minimum of 5 years of career counseling experience, preferably with federal employees in international affairs, and hold at least a Bachelor's degree in Counseling or a related field. The contract will be awarded using the Lowest Price Technically Acceptable (LPTA) method, with each counselor expected to work 95-110 hours per session and maintain a participant ratio of 8-9 individuals. Key dates include a deadline for questions on January 27th, 2025, at 12PM EST, and a quote submission deadline of February 7th, 2025, at 12PM EST.

The solicitation is designated as a Total Small Business set-aside, with performance located in Arlington, VA. Each counselor will be compensated on a firm-fixed-price session rate, with the understanding that they are responsible for their own expenses, including technology requirements for virtual delivery. The program spans from February 27 through April 2, 2025, with the first month focused on structured transition activities and the second month reserved for Foreign Service personnel's independent job search efforts. Contractors should be aware of the government's cancellation policy, which allows for termination with 5 business days' notice and reimbursement limited to documented preparation costs. Interested parties must submit quotes, resumes, and supporting documents directly to Contracting Officer Jane Paek and Contract Specialist Antonio Taylor, using the email subject line "RFQ RESPONSE TO JSTP MARCH 2025 SESSION". The solicitation falls under NAICS Category 611430 for Professional and Management Development Training, with a PSC Category of U008 for Education/Training and Curriculum Development.
