About this file

This is a Questions and Answers document for RFQ #19FS1A25QMarchJSTP regarding the Department of State's Job Search/Transition Program (JSTP) March 2025 session. The document addresses two key questions: one regarding the availability of a schedule for counselors to check conflicts before bidding (answer: schedule will be provided upon contract award), and another about bid structuring for vendors with multiple counselors (answer: vendors should submit a firm-fixed price bid for one counselor only).

The related opportunity seeks five JSTP Counselors to support a two-month transition program helping federal employees plan for retirement, with counselors working only during the first month. Awards will be made to five counselors using Lowest Price Technically Acceptable (LPTA) criteria. Quotes are due February 7th, 2025, at 12PM EST, with questions due January 27th, 2025, at 12PM EST. The government reserves the right to cancel with 5 business days notice, paying only documented costs incurred. Quotes, resumes, and related documents should be submitted to the specified Contracting Officer and Contract Specialist via email.

Questions and Answers - RFQ# 19FS1A25QMarchJSTP March 2025 JSTP Session:

Q: SAM mentioned "a sample schedule provided upon contract award." Is there a rough schedule that will allow counselors to deconflict schedule/availability prior to bidding?

A: The course schedule will be provided upon contract award.

Q: It appears State is looking for five counselors and awards will be made to LPTA. If a vendor has more than one career counselor available for this RFQ, how should their bid be structured? It seems logical that a bid with more than one counselor is nearly impossible to meet "lowest price."

A: The vendor’s response should be based upon a FFP for one counselor to support the Government’s requirement.
