About this opportunity
The Department of the Army Materiel Command Army Contracting Command is soliciting base life support services at Cristobal Colon (formerly Fort Sherman), Panama, with proposals due June 25, 2026. The procurement is a Women-Owned Small Business (WOSB) set-aside using the Lowest Price Technically Acceptable (LPTA) evaluation method. Amendment 0002, effective June 24, 2026, extended the deadline by one day; offerors must acknowledge receipt of all amendments prior to submission.
Place of performance is Cristóbal, Colón Province, Panama. The contract is firm fixed price with a base period from July 6, 2026, through July 5, 2027, followed by four one-year option periods and a partial period through December 15, 2031. Services support the Jungle Operations Training Center (JOTC) at a baseline of 150 personnel with monthly 18-day training cycles, and PANAMAX, a multilateral training exercise supporting up to 700 personnel with surge capacity reaching 1,500. Services encompass billeting tents (52 feet x 18 feet minimum for JOTC; 36 feet x 18 feet for surge), workspace and dining facility tents, air conditioning and lighting, power generation with redundant capacity and 24-hour fuel supply, electrical distribution and tower lights (six for JOTC; ten for PANAMAX), furniture, waste management and dumpster service, laundry operations (two bundles per person weekly, 48-hour turnaround), refrigeration units, containerized shower and latrine facilities with hot water, portable latrines and ablution services, daily and weekly facility cleaning, site restoration, and 24-hour emergency response and maintenance capability.
Equipment staging and installation must commence by July 6, 2026, with full operational status by July 15. The contractor must accommodate surge demands up to 1,500 personnel within 14 days of notification. All contractor personnel must comply with Panamanian labor and environmental laws and employment eligibility requirements. Potable water and gray/blackwater disposal are not available on-site; the contractor must provide external water supply and disposal services. Technical evaluation assesses phase-in mobilization, mobilization and service deployment schedules, sustained 24-hour maintenance capability, and surge capacity within 14 days. Past performance submissions are limited to three references from contracts completed within five years of similar scope and magnitude. Price evaluation applies price analysis to all contract line items except Defense Base Act Insurance; unbalanced pricing may render an offer ineligible. NAICS 561210, PSC S216.
