About this opportunity
The U.S. Department of Transportation Maritime Administration seeks drydocking and repair of the PF205 Patrol Boat, a 41-foot aluminum-hulled vessel, with quotations due June 8, 2026 at 12:00 PM ET. This is a total small business set-aside; only certified small businesses under NAICS 336611 are eligible.
Place of performance is the Hampton Roads area, Virginia, including the James River, all branches of the Elizabeth River, York River, Mobjack Bay, and their tributaries. The contractor's facility must be located within this geographic zone. Work consists of 60 days of drydocking and repair upon delivery and tender of the vessel, encompassing hull cleaning, ultrasonic testing and structural repairs, high-pressure blasting to near-white metal standards, epoxy and antifouling painting (Sherwin Williams Seaguard and Seavoyage systems), zinc replacement (four transom, four shaft, two rudder), fuel tank cleaning and air pressure testing, rudder and propeller removal and reinstallation with bearing renewals and Propspeed application, cabin windshield resealing, main deck hatch gasket replacement, sea valve and hose renewal, and seachest cleaning. Work must comply with USCG, ABYC, OSHA, and AWS standards; all welding must meet ABS requirements. The contractor must provide all labor and materials including line handlers, crane services, fire protection per NFPA 312, compressed air systems, temporary power and lighting, and office space for a MARAD on-site representative. The government furnishes zinc anodes, drive savers, shaft seals, and fuel filters. The contractor must obtain certified marine chemist certifications and gas-free affected spaces. This is a brand-new contract with no incumbent. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to a single responsible quoter. Only the lowest-priced offer receives initial technical evaluation; if unacceptable, evaluation continues with the next lowest-priced offer. Evaluation criteria are Technical Acceptability (SOW compliance), Past Performance (ability to perform similar work completed within the past three years; quoters without comparable ship repair experience within three years receive unacceptable technical rating), and Price. Quoters must submit up to three relevant projects from the past three years of similar or greater size, scope, and complexity. Quotation price must be valid for at least 30 days. The contract is firm fixed price via FAR Part 12 for commercial products and services. NAICS code is 336611 (Ship Building and Repairing); PSC code is J019. Questions are due May 18, 2026 at 1:00 PM ET to Contracting Officer Krystle Jones at krystle.jones@dot.gov. Quotations submit to the same address. Amendment A00002 updated the submission due date from June 1 to June 8, 2026. SAM registration is required. The contract requires comprehensive general liability, ship repairers legal liability, and pollution coverage insurance, with a $10,000 individual authorization limit for supplemental work. All invoices must submit through DOT's Delphi eInvoicing portal using GSA Login.gov authentication.
