About this opportunity
The Naval Supply Systems Command is soliciting paramedic education and training services for Joint Region Marianas Fire & Emergency Services, with proposals due June 18, 2026 at 2:00 PM Japan Standard Time (JST). This is a Women-Owned Small Business set-aside with a 100% small business preference and firm fixed-price basis.
Place of performance is Santa Rita-Sumai, Guam (Naval Base Guam, Marine Corps Base Camp Blaz, and US Naval Hospital Guam), with approved CONUS locations for instructor training. The procurement requires a CAAHEP-accredited paramedic education program meeting National EMS Education Standards. The contractor must train 20 firefighters over a 12-month period to complete National Registry of Emergency Medical Technicians Paramedic certification, including 168 hours minimum clinical internship at US Naval Hospital Guam or approved facilities and 576 hours minimum field internship on government-provided ALS ambulances with contractor-supplied certified paramedic preceptors. The contractor must also train four JRM F&ES paramedics in National Association of EMS Educators Level 1, Level 2, and Skills Instructor courses at contractor or U.S. affiliate locations at the contractor's expense to qualify them as practical skills instructors and field preceptors. Students require a minimum one year active EMS experience and are designated by chain of command with mandatory participation. The government provides the Assistant Medical Director, a pre-established clinical affiliation agreement with US Naval Hospital Guam, and ALS ambulances; the contractor sources all other personnel, curriculum, materials, equipment, and facilities. All contractor personnel require valid Defense Biometric Identification System credentials for military installation access. The original 90% student completion rate requirement has been removed; all eligible students who complete the program must be scheduled for and sit the NREMT exam. NAICS code is 611519, Other Technical and Trade Schools. Evaluation criteria include price, technical capability, and past performance on similar contracts, with minimum 60-day offer validity required.
