About this opportunity

The Naval Supply Systems Command (NAVSUP) is seeking to procure an accelerated hybrid paramedic education program to support Joint Region Marianas (JRM) Fire & Emergency Services in Guam. The primary services involve training twenty firefighters to complete an accredited paramedic education program that meets or exceeds the National EMS Education Standards and enables them to obtain National Registry of Emergency Medical Technicians (NREMT) certification, as well as training four certified JRM F&ES paramedics in National Association of EMS Educators (NAMESE) Level 1, Level 2, and Skills Instructor courses. The contractor must ensure that paramedics become authorized practical skills instructors and ambulance field preceptors, with hands-on training conducted at the contractor's or its affiliates' U.S. locations. While specific evaluation criteria are not detailed in this pre-solicitation notice, the Government intends to issue a Firm-Fixed-Price (FFP) contract on or about April 25, 2026. The pre-solicitation notice was posted on April 9, 2026, with an anticipated solicitation due date of April 24, 2026, and interested parties should monitor for the official solicitation release.

This opportunity is designated as a Total Small Business set-aside, restricting competition to small business concerns. No incumbent contractor or award value is mentioned in the pre-solicitation notice. The contract will have a twelve-month period of performance from the date of award, requiring the contractor to deliver comprehensive training for a total of twenty-four personnel across two distinct training tracks. The services must comply with current National EMS Education Standards and result in successful NREMT and NAMESE certifications for all participants. Points of contact for this opportunity are Cynthia Cruz, Contract Specialist, and Patrick Collins, Contracting Officer, who can provide additional information as the formal solicitation is developed and released.
