About this opportunity

The Joint Personnel Recovery Agency (JPRA), under the Department of the Air Force Headquarters District Washington, has issued a Special Notice announcing its intent to award a sole source contract for an INCOGNITO Executive Communication System. The system features an integrated Information Protection System (IPS) with secure, powered storage designed specifically for classified network and computer hardware in SCIF-certified facilities. The procurement is being conducted by the 316th Contracting Squadron under the authority of 10 USC 2304(c)(1) for sole source acquisitions. The equipment will be manufactured exclusively by Trusted Systems, Inc., which has been identified as the only company capable of providing the required security containers with integrated slide-out racks and specialized cooling systems. The Notice ID FA286025PRETC was posted on SAM.gov as part of the agency's market research efforts.

The primary objective of this procurement is to acquire specialized secure communication equipment including two INCOGNITO Executive Secured Communications Centers in different sizes, four cubicle desks, and six SIP Guard Biometric desktop control modules capable of securely storing and networking JWICS computers and associated classified hardware. Interested parties must submit detailed company information to Mr. Dennis Early at dennis.early.2@us.af.mil by September 15, 2025, at 1200 EST, including company name, contact details, DUNS number, Tax ID, business size, and CAGE code. The government previously conducted market research through a Sources Sought Notice posted on July 25, 2025, which confirmed that no alternative products exist meeting the required combination of DoD-certified physical and technological security measures. The contract will be structured as a firm fixed price arrangement, and the government reserves the right to determine whether to proceed with the procurement based on responses received. JPRA plans to conduct future market research to identify alternative systems as the current solution approaches end-of-life to maximize competition in future procurements.
