About this opportunity
The Defense Information Systems Agency has awarded a sole-source bridge contract to Enterprise Resource Planning (ERP) on 26 August 2026 under FAR Part 8.401 (Federal Supply Schedule ordering) for continued technical, program, and project services supporting the Joint Planning and Execution System (JPES) Program Management Office.
The justification invokes the only one responsible source rationale, grounded in ERP's status as the original JPES developer and its exclusive expertise in proprietary data-synchronization pipelines and established DevSecOps environment familiarity. The bridge contract is necessary to prevent service disruption during transition to a larger competitive follow-on contract anticipated within six months. Market research conducted between August 2025 and February 2026 determined that only ERP can deliver the specialized services required without operational risk. A service lapse would degrade critical warfighter Command and Control planning functions, create cybersecurity compliance failures, and risk system destabilization. The period of performance runs from 1 September 2026 through 21 February 2027 and covers development, testing, deployment, and sustainment of the JPES system, including support for Joint Capabilities Requirements Manager services. JPES is scheduled to reach Full Operational Capability prior to the current task order's expiration on 31 August 2026. The contracting officer is Michelle L. Rand (DISA/DITCO/PS62); inquiries should be directed to Sebrina Lewis.
Notice text
The requirement will serve as bridge to prevent a lapse in service while the follow-on contract award, which is currently anticipated in the next 6 months, is finalized. Continuity of services is required for support of Global Force Management (GFM), which provides critical software development and implementation of a modernized net-centric JPES to replace the existing Joint Operational Planning and Execution System (JOPES).
Awarded contract 47QRAA19D009W to unknown vendor for unknown amount on 2026-08-26.
