About this file
This is a Justification for Limited Source/Sole Source Award (J&A) for a bridge contract supporting the Joint Planning and Execution System (JPES).
The Defense Information Systems Agency (DISA) is awarding a sole source, firm fixed price bridge contract to Enterprise Resource Planning (ERP) for continued technical, program, and project services supporting the JPES Program Management Office. The contract runs from September 1, 2026 through February 21, 2027 and covers development, testing, deployment, and sustainment of the JPES system, including support for the Joint Capabilities Requirements Manager (JCRM) services. The contracting vehicle is FAR Part 8.401 (ordering under the Federal Supply Schedule). This bridge effort is necessary to prevent service disruption while a larger, competitive follow-on contract is finalized, as JPES is scheduled to reach Full Operational Capability prior to the current task order's expiration on August 31, 2026. The justification emphasizes that ERP is the sole source capable of providing the highly specialized services required due to its exclusive expertise as the original JPES developer, proprietary knowledge of data-synchronization pipelines, and established DevSecOps environment familiarity. A service lapse would create unacceptable operational risks to warfighter Command and Control capabilities, including degradation of critical planning functions, cybersecurity compliance failures, and system destabilization. Market research conducted between August 2025 and February 2026 determined that only ERP can fully satisfy the requirement without service disruption to this mission-critical system. The contracting officer is Michelle L. Rand (DISA/DITCO/PS62), and inquiries should be directed to Sebrina Lewis.

J&A: Joint Planning and Execution System (JPES) Continuation
Page 2 of 4 Pages provide comprehensive technical, program, and project services for the JPES Program Management Office. This work involves the continued development, testing, deployment, and sustainment of the JPES system. This bridge effort ensures the sustainment of mission-critical services that provide force planning, deployment planning, and execution capabilities to the warfighter, preventing a lapse in service while the follow-on competitive contract is finalized. It will provide continued support and sustainment for JPES and Joint Capabilities Requirements Manager (JCRM) services at a total cost of for 1 September 2026 – 21 February 2027. The proposed sole source contractor is Enterprise Resource Planning (ERP).
4. IDENTIFICATION OF STATUTORY AUTHORITY:
FAR Part 8.401: Ordering under the Federal Supply Schedule
5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE
NATURE OF THE ACQUISITION REQUIRED:
The current task order was awarded under HC104720D2045, which was a single-award Indefinite Delivery / Indefinite Quantity (ID/IQ) awarded utilizing full and open competition. This contract provided development and sustainment support for JPES, the modernization effort for JOPES, as well as modernization and integration and sustainment support for JCRM. There is one active task order under this ID/IQ, HC104724F0013. The majority of development services included in this ID/IQ and task order will not be required under the new, consolidated task order, as it is anticipated that JPES will reach Full Operational Capability (FOC) prior to the current task order’s expiration on 31 August 2026.
Due to the operational, technical, and schedule risk associated with awarding a new sustainment contract/order concurrent with the JPES achieving FOC and transitioning from development to sustainment, the Government plans to execute a sole source contract to ERP to allow sufficient time to award a follow-on contract and mitigate the risk of service disruption, knowledge loss, and degraded system performance during a critical lifecycle transition. In accordance with GSA Ordering Procedures 538.7104-3(b)(ii), the government has determined that ERP is the sole source capable of providing the highly specialized services required to support the JPES. JPES is a mission-essential system supporting Combatant Commands and national-level planning and execution activities.
Because these services are highly specialized and unique, ERP is the only contractor possessing the requisite expertise to prevent a lapse in support during the FOC transition.
Any such lapse would severely degrade operational readiness, compromise cybersecurity posture, disrupt system stability, and erode critical user confidence. Therefore, no other source can satisfy the agency’s requirement at the mandatory level of quality.
Given ERP’s unique position as the developer of the JPES Initial Operational Capability baseline, continuing services with ERP under a sole-source bridge action is the only viable method to ensure program continuity into initial sustainment. Because initial sustainment at this stage requires stabilizing newly deployed code, managing proprietary data-synchronization pipelines, and executing rapid software patches within the established DevSecOps environment, ERP possesses the exclusive, non-transferable
Page 3 of 4 Pages technical expertise required to perform these activities. Onboarding a successor contractor prior to system stabilization would introduce unacceptable operational risks to warfighter Command and Control (C2) capabilities and result in a highly redundant transition period, causing non-recoverable duplication of costs and critical schedule delays to the Government.
IMPACT: A break in service would introduce unacceptable risks and severe negative impacts across cost, schedule, and mission performance. Operationally, a lapse in service would cause an immediate degradation of critical C2 capabilities; without active Tier 3 sustainment, the continuous data synchronization between the legacy JOPES and JPES systems would fail, leading to corrupted or desynchronized force flow data for warfighter deployment planning. Furthermore, the termination of continuous cybersecurity monitoring and patching would jeopardize the system’s Authority to Operate, potentially forcing the system offline. From a schedule perspective, a break in support would halt the remediation of Initial Operational Test & Evaluation findings and freeze DevSecOps pipeline activities, causing a day-for-day schedule slip and delaying the retirement of the legacy JOPES system. Finally, allowing the active codebase to sit unmaintained would result in severe cost impacts. The Government would face non-recoverable duplication of costs to troubleshoot pipeline failures, regain cybersecurity compliance from a degraded state, and execute a high-risk, 'cold-start' transition to a future vendor without incumbent support. Ultimately, this bridge action is the only viable method to ensure the Government does not assume catastrophic mission risk while transitioning JPES into steady-state sustainment.
6. MARKET RESEARCH:
Based on current market research, it has been determined that only the aforementioned JPES and JCRM Sustainment Services provided by ERP can fully meet the Government’s need and is in the best interest of the agency.
Market research was conducted between August 2025 and February 2026. Because this effort is a bridge contract action, a formal market research report is not required IAW DARS 5810.002 (S-92). Market research included contacting the incumbent contractor, conducting internal discussions, reviewing Government-wide acquisition contracts, and researching the DISA Market Research Repository.
Based on current market research, the Government determined that only ERP can fully meet the Government’s continued requirement for JPES and JCRM Sustainment Services without a service disruption to a critical C2 system prior to the award of the larger, consolidated contract. The effort to award a competitive contract is being worked in parallel to this bridge contract.
