The JP-8 fuel must conform to MIL-DTL-83133 military specifications and be delivered no later than October 31, 2025. Key requirements include that delivery truck drivers must have clean background checks, and tanker trucks must be equipped with 40-foot hoses featuring 4-inch cam-lock and drop elbow connections to enable gravity-fed fuel delivery into underground storage tanks. The procurement will utilize Simplified Acquisition procedures under FAR Part 13, and the contract will be awarded as a firm fixed-price arrangement. Quotes must be submitted by 1:00 PM EST on September 29, 2025, with responses directed to the specified points of contact in the solicitation.
This solicitation carries no set-aside designation and is unrestricted competition under NAICS code 424720 for Petroleum and Petroleum Products Merchant Wholesalers. No incumbent contractors or potential award values are specified in the available documentation. The fuel delivery must occur at Phillips Army Airfield located at Aberdeen Proving Ground, Maryland 21005-5059, with deliveries restricted to hours between 7:00 AM and 3:00 PM EST. The solicitation number W56KGY-25-Q-0002 indicates this is a relatively straightforward commercial fuel procurement with specific technical delivery requirements. The tight timeline between the September 24 posting date and September 29 response deadline suggests this is an urgent operational requirement for the Aberdeen Test Center's testing activities.
