About this opportunity
This solicitation seeks proposals to provide up to 320 hours per year of close air support training flights using tactically relevant aircraft. The Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency requires these services to support joint terminal attack controller training for the United States Air Forces in Europe Warrior Preparation Center and 4th Air Support Operations Group. Offerors must demonstrate the ability to perform high-speed maneuvers, extended time on station, and simulate fighter/attack profiles. Proposals will be evaluated using lowest price technically acceptable criteria. All questions are due by November 8, 2019 and proposals are due December 5, 2019.
There is no set-aside designation. Services include aircraft flights for day and night training up to 12 hours per day, including weekends, to support joint terminal attack controller requirements in Germany and other agreed European countries. The base period of performance is 5 months with a 2-month phase in period, followed by five 1-year option periods. The estimated value is $5-10 million annually depending on hours flown. Performance will take place in Germany and other European training areas.

The contractor shall provide non-personal services to include all management, tools, equipment, materials, fuel and labor of tactically-relevant aircraft to provide up to 320 flying hours per year for Joint Terminal Attack Controller (JTAC) Close Air Support (CAS) training in support of; 1) the United States Air Force in Europe (USAFE), Warrior Preparation Center (WPC), 4th Combat Training Squadron (4 CTS) (formerly USAFE Air Ground Operations School (AGOS) and subordinate units, and; 2) 4th Air Support Operations Group (ASOG) and subordinate units in their primary training areas in Germany and/or in countries agreed upon by user organization and contractor throughout Europe. Performance includes flying a maximum of 12 hours per day to include night and may include Saturdays and Sundays.
Unit of issue: Hourly, Monthly and Unit
Duration of the contract period: (1) 5-month base period (including 2-month phase-in) and (5) 1-year option years
Who may bid: All responsible sources may submit a proposal which shall be considered by the agency. Foreign participation is permitted.
