About this opportunity

The Air Force Materiel Command Lifecycle Management Center at Hanscom AFB is requesting information on sustainment services for the Joint Targeting Toolbox (JTT), a standardized secure software decision-support system for joint and allied commanders, with responses due by September 7, 2026. This is a market-research RFI, not a formal solicitation, and carries no set-aside.

Place of performance includes contractor facilities, remote work, Hanscom AFB Massachusetts, and Langley AFB Virginia, with training and helpdesk support at both CONUS and OCONUS locations. The contractor must sustain and maintain separate deployable software baselines using agile methodologies, with required expertise in Jakarta Enterprise Beans and both SOAP and REST APIs. All employees must be U.S. citizens with controlled access preventing non-citizen access to projects, tools, repositories, and data. Key personnel must obtain Top Secret clearance and be SCI-eligible. Facilities must host UNCLASSIFIED, CUI, SECRET, and TOP SECRET information with 24/7 on-demand virtualized access.

The planned contract start is June 20, 2027, with a two-year period: one-year base, one six-month option, and one six-month extension. Estimated contract value is $5 to $10 million. Scope is limited exclusively to sustainment of the existing JTT 5.x baseline; modernization efforts (JTT 6.x) will be a separate procurement action.

Responses must be three to five-page white papers (12-point font, one-inch margins) submitted as PDFs to Ms. Annie Kazi (annie.kazi@us.af.mil) or Ms. Diamont Daniel-Malsch (diamont.daniel-malsch@us.af.mil) by 5:00 PM EDT September 7, 2026.

Notice text

Joint Targeting Toolbox (JTT) is an Air Combat Command (ACC)-sponsored software capability which provides standardized, secure, automated decision support for joint and allied commanders worldwide. The system is deployed at Command and Control (C2) nodes at the national, force, and component elements in support of decision-makers and will include targeting capabilities compatible within the force/theater-level common operating environments (plan, execute, and assess).

The JTT PMO is seeking information on how interested parties could provide sustainment services for the JTT software application. The contractor may perform the work at its facility, remotely, and/or locally within the Hanscom AFB, MA and/or Langley AFB, VA area, as well as remote and in-person training and helpdesk support at locations both CONUS and OCONUS.
