RFI Summary: Joint Targeting Toolbox (JTT) Capabilities Package Continued Sustainment
This is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center (AFLCMC), Kessel Run Division (C3C), located at Hanscom AFB, Massachusetts. The RFI seeks market research on sustainment services for the Joint Targeting Toolbox (JTT) software application, an Air Combat Command-sponsored capability that provides standardized, secure, automated decision support for joint and allied commanders. The planned contract start date is June 20, 2027, with a two-year delivery period consisting of a one-year base period, one six-month option period, and one six-month extension of services period. The total estimated contract value is $5–$10 million. Work may be performed at contractor facilities, remotely, or locally at Hanscom AFB, Massachusetts or Langley AFB, Virginia, with training and helpdesk support provided at both CONUS and OCONUS locations. Responses must be submitted as white papers in PDF format, 3–5 pages (excluding cover page), using 12-point font with 1-inch margins, no later than 5:00 PM EDT on September 7, 2026, via email to Ms. Annie Kazi (annie.kazi@us.af.mil) or Ms. Diamont Daniel-Malsch (diamont.daniel-malsch@us.af.mil), or through the DoD Secure Access File Exchange (SAFE) website.
The contractor must sustain and maintain separate deployable software baselines using agile methodologies, with specific expertise required in Jakarta Enterprise Beans and both SOAP and REST APIs. All employees must be U.S. citizens with controlled access to prevent non-citizen access to projects, tools, repositories, and data. Key personnel must obtain Top Secret clearance and be SCI-eligible. The contractor must provide facilities capable of hosting UNCLASSIFIED, Controlled Unclassified Information (CUI), SECRET, and TOP SECRET classified information with 24/7 on-demand access in virtualized environments, along with helpdesk support and capability to travel to austere environments. The RFI seeks industry recommendations on acquisition strategies, contract types, CLIN structures, contract incentives, labor categories, software development methodologies, integration with targeting applications and databases, experience with relevant technologies, project transition strategies, and Foreign Military Sales (FMS) experience (referencing contract FA873022C044PX000). Responses must include company information, CAGE code, UEI number, facility security clearance level, business size classification under NAICS code 541511, IDIQ and GWAC contract vehicle participation history, and answers to ten industry-specific questions addressing technical and programmatic capabilities.

1. Program Background:
Joint Targeting Toolbox (JTT) is an Air Combat Command (ACC)-sponsored software capability which provides standardized, secure, automated decision support for joint and allied commanders worldwide. The system is deployed at Command and Control (C2) nodes at the national, force, and component elements in support of decision-makers and will include targeting capabilities compatible within the force/theater-level common operating environments (plan, execute, and assess).
JTT supports joint/coalition combat operations which include integrated air, ground, naval, and cyber targeting functions throughout the joint targeting cycle to include objectives, target development, capabilities analysis, force assignment, force execution and assessment working seamlessly between multiple security domains. JTT gives the targeting community the ability to be interoperable and collaborative across the joint enterprise. JTT allows end-to-end target planning, via host/core service and joint C2 systems, by targeteers and target specialists at all planning levels and nodes.
The JTT PMO is seeking information on how interested parties could provide sustainment services for the JTT software application. The contractor may perform the work at its facility, remotely, and/or locally within the Hanscom AFB, MA and/or Langley AFB, VA area, as well as remote and in-person training and helpdesk support at locations both CONUS and OCONUS.
The contractor must have the knowledge, processes, and tools required to sustain and maintain separate deployable software baselines, using agile software methodologies. JTT-CP utilizes Jakarta Enterprise Beans (formerly Enterprise JavaBeans) and both SOAP and REST API’s that require a unique software coding skillset. The contractor must also have the facilities available to host UNCLASSIFIED, Controlled Unclassified Information (CUI), SECRET, and TOP SECRET classified information with 24/7 on-demand access within a virtualized environment. The contractor must be able to provide a helpdesk to support user engagement. Additionally, contractor personnel must have the ability to travel within austere environments to provide support to fielded systems.

• Security Requirements: All key personnel must be able to obtain Top Secret clearance and SCI eligible.
• Total Estimated Contract Value: $5 - $10M
