About this opportunity
The United States Transportation Command seeks multiple-award fixed-price indefinite delivery indefinite quantity (IDIQ) contracts for strategic sealift services, with proposals due June 29, 2026 at 12:00 PM Central Time. This procurement is restricted to Voluntary Intermodal Sealift Agreement (VISA) participants who own or control Roll-On-Roll-Off (RORO), multipurpose, or vehicle carrier vessels that have transported Department of War cargo within the two years preceding solicitation issuance.
Place of performance is Norfolk, Virginia. The contract covers global movement of large-volume combat forces' rolling stock and associated materials through short-term worldwide time and voyage charters. The base period runs September 1, 2026 through August 31, 2031, with a five-year option period and a six-month extension, for a total 10-year performance span. The total contract value across all awards shall not exceed $2.7 billion. A minimum guarantee of $2,500 in shipments is required during the first year of performance.
All contractor information systems processing federal contract information must achieve and maintain CMMC Level 2 (Self) certification before award and throughout performance, including NIST SP 800-171 self-assessment submission. Offerors must be VISA participants with at least one enrolled RORO, multipurpose, or vehicle carrier vessel; tug and barge combinations do not satisfy vessel requirements. Additional on-ramp vendors may be added if they are VISA participants meeting vessel and Department of War cargo transportation criteria.
Evaluation at the IDIQ level considers only technical capability on an Acceptable/Unacceptable basis. The Government intends to award multiple contracts to all responsible offerors whose proposals conform to the solicitation and receive Acceptable technical ratings. Subsequent task orders are awarded through fair opportunity procedures using Lowest Price Technically Acceptable criteria with preference hierarchy: U.S. Flag vessels, VISA-enrolled carriers, domestic shipyard usage, small business status, and price. NAICS code is 483111 (Deep Sea Freight Transportation) with a size standard of 1,050 employees; PSC is V115. Questions were due June 19, 2026, with responses posted to SAM.gov by June 24, 2026. A pre-proposal conference for VISA participants occurred June 11, 2026.
