About this file

This document is a pre-proposal conference presentation for the Joint Global Sealift Charter (JGSC) Request for Proposal (RFP) issued by the United States Transportation Command (USTRANSCOM).

USTRANSCOM seeks to establish a Multiple-Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for global transportation of large-scale combat forces' rolling stock and associated materials via short-term worldwide time and voyage charters. Contractors must own or control a Roll-On/Roll-Off (RORO), multipurpose, or vehicle carrier vessel and maintain active participation in the Voluntary Intermodal Sealift Agreement (VISA) throughout the contract period. The contract is structured under FAR Part 12 for commercial products and services with a 10-year period of performance: base period from September 1, 2026 through August 31, 2031; option period from September 1, 2031 through August 31, 2036; and a six-month extension from September 1, 2036 through February 28, 2037. Proposals are due by 12:00 PM Central Time on June 29, 2026, submitted electronically in two volumes: Volume I containing the Contract Documentation Worksheet and Volume II containing the Technical Capability Worksheet with narrative responses. The Government intends to award multiple fixed-price IDIQ contracts to all responsible offerors whose proposals conform to the solicitation and receive an "Acceptable" rating on Technical Capability, the sole evaluation factor. Task order award considers U.S. Flag vessel preference, VISA enrollment status, domestic shipyard usage, small business status, and price among technically acceptable offers. Contractors must achieve and maintain CMMC Level 2 (Self) certification status before award and throughout performance. Questions are due by 4:00 PM Central Time on June 19, 2026, and must be submitted via email to the designated USTRANSCOM contracting personnel.
