About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking contractors to provide miscellaneous painting repairs and related work through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Joint Base Myer-Henderson Hall and Fort McNair. The contract requires furnishing all labor, equipment, and materials to perform painting repairs on various surfaces including plaster, gypsum wallboard, interior and exterior walls, wood surfaces, doors, and metal components, with work resulting in a complete, functional, and suitable painting system. Contractors must meet specific staffing requirements including a project superintendent, quality control manager, and site safety and health officer, along with demonstrating adequate financial resources and a minimum 4-year satisfactory performance record with federal government business. The solicitation will be evaluated using Lowest Price Technically Acceptable (LPTA) methodology, assessing technical acceptability based on staffing qualifications and past performance before determining the lowest-priced acceptable proposal. Proposals are due July 29, 2025 at 5:00 PM EDT, with the unique requirement that offerors must submit two complete copies - one fully redacted of identifying information and pricing, and one complete unredacted proposal.

This opportunity is designated as a Competitive 8(a) set-aside procurement with no incumbent contractor mentioned in the available documentation. The contract spans five ordering periods from August 25, 2025 to February 24, 2031, with task orders to be issued as firm-fixed price orders for individual projects. Work will be performed primarily at Joint Base Myer-Henderson Hall in Fort Myer, Arlington, Virginia, and Fort McNair in Washington, DC, with the government not providing office, storage, or staging areas outside of specific task order locations. The pricing model includes comprehensive line items for occupied and unoccupied spaces, with work to be performed at standard height (less than 20 feet), though contractors may provide separate pricing for work above 20 feet which will be evaluated for reasonableness on individual task orders. Payment and Performance Bonds are required for task orders exceeding $250,000, and task order performance periods range from 20-45 calendar days depending on the order value.
