About this opportunity

Department of the Air Force Headquarters District Washington anticipates an 8(a) sole-source contract for comprehensive facility operations and maintenance at Joint Base Andrews, Maryland, with market-research responses due September 8, 2026. Eligible 8(a) participants must retain program eligibility through March 31, 2032 and demonstrate relevant past performance from the last three years.

The contractor will operate and maintain four facilities: two Child Development Centers (buildings 4783 and 3725), a Youth Center (building 4700), and The Fisher House (building 1076). Scope encompasses structural, mechanical, electrical, plumbing, utility, and HVAC systems (maintained 68.5–75°F winter, 74–82°F summer); fire suppression systems testing and certification; integrated pest management; roof and facility finishes maintenance (limited to 300 square feet per service call); and playground fencing maintenance. The contractor is not responsible for elevator maintenance, energy management controls, fire alarm electrical systems, automatic doors (except mechanical locks), custodial services, refuse collection, grounds maintenance, snow removal, large-scale painting or flooring replacement, or playground equipment or fencing replacement.

An on-site manager/technician is required for daily operations and weekly walkthroughs. Routine service calls must be completed within 48 hours; emergency calls require one-hour response during business hours (7 a.m.–7 p.m., Monday–Friday) and three-hour response outside business hours. A preventive maintenance program schedule must be submitted within 15 days of award, with monthly PM inspections and coordinated seasonal services.

All contractor employees working in Child Development Center or Youth Center areas must pass federal criminal background checks, Installation Records Checks, and National Agency Checks; receive annual child abuse prevention training; and maintain required immunizations (mumps, measles, rubella, tetanus, diphtheria, polio, hepatitis B, varicella) and tuberculosis skin testing. Reimbursable parts are invoiced at cost; purchases exceeding $3,000 require three competitive quotes. Performance standards allow no more than one compliance/safety discrepancy or validated customer complaint per service month, with resolution required within 24 hours for non-safety issues and immediately for safety issues.
