About this opportunity
The Department of Veterans Affairs National Cemetery Administration is seeking a Firm-Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract for grounds maintenance services at Jefferson Barracks National Cemetery. The pre-solicitation notice aims to identify potential qualified sources for comprehensive landscaping and maintenance services covering approximately 271.5 acres. Interested contractors must submit detailed responses including company information, business classification, capability statements, and performance work statement insights by March 28, 2025 at 10:00 PM PST. Respondents must be registered in the System for Award Management (SAM) and, if applicable, certified through the Small Business Administration's Veteran Certification platform. The contract will have a base year and four optional one-year periods, with a potential total duration through 2030. The procurement is aligned with NAICS category 561730 (Landscaping Services) and has a size standard of $9.5 million, allowing both small and large businesses to potentially compete. If VA's market research confirms two or more certified SDVOSB can perform the work at fair and reasonable prices, the solicitation will be set aside exclusively for veteran-owned businesses. No subcontracting opportunities are anticipated, and the total contract value is not explicitly stated in the pre-solicitation notice. Contractors will be responsible for providing all necessary supervision, labor, equipment, materials, uniforms, and supplies to maintain the cemetery grounds, with strict performance standards emphasizing reverence and dignity in all maintenance activities.
