The procurement covers sports officials to referee intramural sports including soccer, flag football, softball, baseball, basketball, kickball, and volleyball for youth participants ages 5-18. Officials will be responsible for starting and controlling games, enforcing rules, detecting infractions, calling penalties, and ensuring player safety across multiple sports and age groups. Key requirements include providing trained, uniformed officials with proper officiating supplies, conducting pre-season meetings, maintaining game schedules, timely reporting, and injury documentation while adhering to specific sport rulebooks. The pre-solicitation notice was posted on June 30, 2025, with responses due by July 8, 2025.
This opportunity is designated as a Total Small Business set-aside, with the government planning to establish agreements with a minimum of three vendors. The contract will span five years from August 24, 2025, to August 23, 2030, covering youth participants ranging from ages 5 to 18 across multiple sports disciplines. The contractor must provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision required to perform the sports officiating services, while the government will furnish athletic facilities, equipment, utilities, and Youth Programs staff support. Performance will be evaluated through metrics including rule enforcement consistency, on-time game starts, and official training compliance. No incumbent contractors or specific award values were identified in the pre-solicitation documentation.
