About this file

This Performance Work Statement (PWS) details a Blanket Purchase Agreement (BPA) for youth sports officiating services at Joint Base San Antonio (JBSA), covering Randolph, Lackland, and Fort Sam Houston locations. The five-year contract (24 August 2025 to 23 August 2030) requires sports officials to referee intramural sports including soccer, flag football, softball, baseball, basketball, kickball, and volleyball for youth ages 5-18. Officials will be responsible for starting, controlling, and officiating games, enforcing rules, detecting infractions, calling penalties, and ensuring player safety across multiple sports and age groups.

The government will provide athletic facilities, equipment, utilities, and Youth Programs staff support, while the contractor must supply trained, uniformed officials with proper officiating supplies. Key requirements include pre-season meetings, game scheduling, timely reporting, injury documentation, and adherence to specific sport rulebooks. The contract aims to maintain consistent, fair play standards, with performance evaluated through metrics like rule enforcement, on-time game starts, and official training compliance. The Department of the Air Force Air Education and Training Command will oversee the BPA, which plans to establish agreements with a minimum of three vendors.
