About this opportunity
The Department of the Air Force Air Education and Training Command is conducting market research to identify potential contractors for runway friction testing services at Joint Base San Antonio (JBSA). The solicitation seeks small businesses capable of performing friction surveys on four runways across Lackland (Kelly Field), Randolph, and Randolph Auxiliary Airfield using Continuous Friction Measuring Equipment (CFME). Contractors must perform testing at both 40 mph and 60 mph within ten feet of runway centerlines, following FAA AC 150/5320-12C guidelines. Responses are due by February 10, 2025, at 10:00 AM CDT and must be submitted in MS Word or Adobe PDF format. Potential contractors are required to provide company information, small business status, socioeconomic designations, capability statements, relevant experience, NAICS code, and required certifications, with responses limited to 10 pages for capabilities and 2 pages for draft PWS questions.
The opportunity is designated as a total small business set-aside under NAICS code 488119 for Airport Operations. Contractors will need to obtain flight line driving certification, which takes 2-4 weeks, and maintain specific insurance coverage including $500,000 bodily injury liability and $200,000/$500,000 automobile liability. Testing frequency varies by runway, with Kelly Field requiring 12 tests annually (monthly), Randolph East and West runways requiring 2 tests per year (semi-annually), and Randolph Auxiliary Airfield requiring 1 test annually. The contractor must provide comprehensive testing reports within 7 days of completion, including rubber deposit surveys every 500 feet of runway. Contractors will need to coordinate testing schedules quarterly based on flight schedules provided by the Government Contracting Officer's Representative (COR), ensuring minimal disruption to base operations.
