SUBJECT: Joint Base San Antonio (JBSA) Runway Friction Testing

1. The Government is only conducting market research and attaining information to identify potential contractors that are able to provide all services in the attached DRAFT Performance Work Statement (PWS). The Government is requesting industry to complete this form, provide feedback to the questions below and provide capability to include current and past performance similar to the scope and magnitude of the PWS requirements in accordance with (IAW) item 2 below. The Government does not desire elaborate documents. Any pricing provided will not be considered. All information provided in response to this Request for Information (RFI) is strictly voluntary.

The Government anticipates a need for Airfield Runway Friction Testing at JBSA, Texas on a regularly scheduled basis. The requested support will provide services on four runways at three geographically separated installations: JBSA Lackland (Kelly Field), JBSA Randolph, and JBSA Randolph Auxiliary Airfield at Seguin. In performing airfield runway friction testing, the United States Air Force follows guidance as published by the Federal Aviation Authority (FAA) per FAA AC 150/5320- 12C runway friction surveys should be conducted at a minimum of once per year. Friction surveys shall include an evaluation utilizing Continuous Friction Measuring Equipment (CFME). A complete survey shall include test runs at both 40 miles per hour (mph) and 60 mph within ten feet on both sides of the centerline.

7. This request for information (RFI) is strictly voluntary and is not to be interpreted as a quote in anticipation of a future contract award.

8. All questions and responses to this RFI must be submitted in writing to Chad Olson (chad.olson.4@us.af.mil) and Emily Rodriguez at emily.rodriguez.8@us.af.mil . Responses shall be submitted in MS Word or Adobe PDF format no later than 10 February 2025, 10:00 AM CDT.

9. Respondent will not be notified of the results of the information. However, the Contracting Officer will utilize the information for technical and acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified. Since this is a Request for Information announcement only, no evaluation letters and/or results will be issued to the participants.

This market survey is issued to determine the applicable planning and acquisition strategy based on responses indicating capability in responding to this requirement.
