About this opportunity
The Department of the Air Force Air Education and Training Command is seeking a small business contractor to provide a comprehensive fiber optic cable installation project at Joint Base San Antonio (JBSA). The solicitation requires the selected contractor to furnish all necessary equipment, materials, labor, and management to install single mode, loose buffer tube, water-blocked outside plant fiber optic cable between specific infrastructure points (ITB-990 and ITB 902). Contractors must comply with TIA telecommunication installation standards and base installation requirements, ensuring all equipment is new and not refurbished. Key dates include a mandatory site visit scheduled for 31 July 2024 at 1100 CST, with contractor questions due by 05 August 2024 at 11:00 CST, and proposals due by 14 August at 11:00 CST. While specific evaluation criteria are not explicitly detailed, the solicitation emphasizes technical compliance with telecommunications and cable installation standards.
The contract is designated as a Total Small Business set-aside and falls under the North American Industry Classification System (NAICS) category 238210 for Electrical Contractors and Other Wiring Installation Contractors. The procurement is categorized under Product Service Code DG01 for IT and Telecom Network Support Services. The project involves installing fiber optic cable meeting Rural Utilities Service (RUS) criteria, with specific technical requirements including compliance with industry standards for cable marking, jacketing, water blocking, fiber color coding, and optical characteristics at 1310 nm and 1550 nm wavelengths. The installation aims to complete the cable placement in one continuous length where practical, indicating a preference for minimal splicing and disruption. While specific contract value is not disclosed, the detailed technical specifications suggest a precise and potentially complex infrastructure improvement project for the Air Education and Training Command's communication network.
