About this opportunity

The Department of the Air Force Air Combat Command through the 633d Contracting Squadron is seeking to upgrade the existing obsolete and failing Giant Voice System at Joint Base Langley-Eustis (JBLE), which includes Langley AFB, Bethel Manor Housing, and Ft Eustis. The procurement involves designing, furnishing, installing, operationalizing, and testing a new Motorola OptiWarn Giant Voice System to replace the outdated mass notification infrastructure with a robust and reliable solution that provides enhanced emergency communication capabilities over secure simplex radio links. Interested contractors must be registered under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a corresponding size standard of $34M and must submit a 12-page capabilities package addressing specific organizational and technical questions. The government is conducting market research to determine whether the requirement should be competed or set aside for small businesses. The sources sought notice closes at 12:00 p.m. Eastern Time on August 25, 2025, with an anticipated Request for Quote release on September 1, 2025, and contract award expected by September 22, 2025.

This opportunity does not utilize any set-aside designation and will be open to full and open competition. The project scope includes installing 30 new sirens (12 four-cell and 18 two-cell units), replacing 18 existing wooden poles with steel or concrete poles, and integrating the system with existing Motorola network infrastructure. The contract structure consists of one 12-month base period followed by four one-year option periods, indicating a potential five-year total performance period. The upgraded system must integrate with the existing Giant Voice Mass Notification System where possible and provide advanced control capabilities for rapid dissemination of critical information during emergencies such as natural disasters, active shooter situations, or security breaches. The contractor will be required to provide comprehensive documentation, personnel training, a one-year warranty, and four-year break-and-fix maintenance service with bi-annual preventative maintenance.
