About this opportunity
The Department of the Air Force Air Mobility Command has issued a Special Notice for the upgrade of TRANE A/C Controllers at Joint Base Charleston, South Carolina. The notice announces the intent to award a sole source contract to TRANE USA under statutory authority to replace outdated building automation system controllers and integrate them into the existing base-wide Energy Management Control System.
The purpose of the upgrades is to ensure the HVAC systems are compatible with new software updates. The work involves replacing approximately 38 Trane BCUs, 6 Trane SCs, 7 Trane ILONs, and 11 JCI Network Attached Engines/Field Servers as building level controllers, as well as upgrading obsolete software and firmware to use secure communication protocols. The project will consolidate the EMCS into a single system fully migrated to BACnet over IP protocol. Responsible sources may submit capability statements, proposals, or quotations by 1:00PM EST on August 12, 2024, which the Government will consider, though a determination not to compete the requirement is solely at the Government's discretion.

NOTICE OF INTENT TO AWARD SOLE SOURCE
THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1) and in accordance with Federal Acquisition Regulation (FAR) 6.302-1(2)(ii),
The Reference Number is A039943. The 628th Contracting Squadron, 101 E. Hill Blvd., Joint Base Charleston, SC intends to award a single source contract for upgrade TRANE A/C Controllers
Ac systems to be compatible with new software updates within the system. TRANE is the sole Air Conditioning system authorized at Joint Base Charleston. Below is a summary of the work to be performed to upgrade the A/C Controllers. The work to be performed consists of providing all designs, labor, material parts, and equipment necessary to replace all remaining outdated building automation system front end controllers to Tracer SC+ controllers and integrate to the existing base-wide EMCS such that they are fully compatible with the existing Tracer Ensemble system. There are roughly 38 Trane BCUs, 6 Trane SCs, 7 Trane ILONs, and 11 JCI Network Attached Engines/Field Servers that are acting as building level controllers. The project will also remove critical obsoleted unit controllers, like chilled water plant controllers, but integrate remaining unit controllers, like VAV box controllers. This will allow for the remaining devices to continue to run and be replaced at failure. All beyond-end-of-life software and firmware that communicate on the base's network will be removed or upgraded within the EMCS network and insecure protocols (NTLM v2, Telnet, HTTP, N2, and Metasys Private Message) will be replaced with secure and DISA approved communication protocols (BacNet, Secured Fox, HTTPS, Kerberos, SMTP, and SSL Platform Daemon). The majority of remaining unit controllers that communicate directly with corresponding building controllers, but not on the base's network, will remain. Upon completion, the JBC AB EMCS will be entirely consolidated into one system and fully migrated to BACnet over IP protocol. The existing Trane Summit system that communicates with most of these controllers will be able to be decommissioned. All project components and materials shall be installed in accordance with the manufacturer’s technical installation instructions and specifications. Contractor shall provide all tools, qualified labor, materials, equipment, supplies and supervision necessary to engineer, install, and warranty all items in accordance with the following Statement of Work. All work shall be accomplished in accordance with all Federal, State, Local Regulations and applicable guidelines & requirements to include but not limited to the following codes and standards:
1. International Building Code

3. National Electrical Code (NFPA 70)
4. National Fire Code (NFPA 1)
5. Unified Federal Criteria (UFC)
628 CONS intends to make an award to TRANE, USA 4951 Rivers Avenue, North Charleston, South Carolina 29406. Market research was performed, and information gathered in determining this company is the only source capable of replacing these systems. Others source could provide quotes but would have to sub-contract work back to TRANE. For commercial A/C & Chiller systems TRANE does not authorize contractors to do this type of work for liability and quality control of their product.
In accordance with FAR 5.207(c)(15), the proposed contract action is for Services for which the Government intends to solicit and negotiate with a single source based on the statutory authority of 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1) and in accordance with FAR 6.302-1(2)(ii).
