About this opportunity
The Department of the Air Force Pacific Air Forces seeks a single Indefinite-Delivery Indefinite-Quantity contract for Japan-wide chartered bus services, with quotations due June 8 at 2:00 PM Japan time. The procurement is unrestricted and not set-aside for small business.
Place of performance is Japan, nationwide across all 47 prefectures. The contractor is not required to own or directly operate buses but must maintain sufficient nationwide subcontracting capability with licensed Japanese bus operators and demonstrated established partnerships across all regions. Two mandatory technical requirements apply: possession of a valid Type 1 Travel Agency registration issued by Japan's Ministry of Land, Infrastructure, Transport and Tourism held directly in the quoter's name, and established partnerships with bus companies nationwide. Services support movement of personnel, including service members and authorized U.S. Government personnel, with baggage and government-issued weapons when authorized, available 24/7 on any calendar day throughout the five-year performance period.
The contract carries a minimum guaranteed value of USD 2,500 and a maximum ceiling of USD 9 million across five consecutive one-year ordering periods with automatic renewal. Pricing is firm fixed-price based on the nationwide charter bus fare system established by Japan's Ministry of Land, Infrastructure, Transport and Tourism, with contract prices fixed at quote submission but subject to adjustment if MLIT revises publicly announced fare standards with Contracting Officer approval. Quotations must cover all five ordering periods using pre-priced rate schedules. Evaluation follows Lowest Price Technically Acceptable, with award to the lowest total evaluated price quote meeting technical standards. Questions were due May 21 at 2:30 PM JST; a pre-quote conference was held May 18 at 1:00 PM JST at Yokota Air Base. NAICS 485510, PSC V222.
