About this file
This is a Request for Quotation (RFQ) for Japan-wide chartered bus services issued by the U.S. Air Force. The solicitation number is FA520926Q0021, with an offer due date of 08 June 2026 at 2:00 PM local time. The Government seeks award of a single Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to provide chartered bus transportation for personnel, including soldiers with weapons, throughout Japan as scheduled by the Government. The contract will have a five-year performance period comprised of five consecutive one-year ordering periods, with automatic renewal for successive years. The minimum guaranteed contract value is USD 2,500.00 (or yen equivalent), obligated at time of award, with a maximum contract value of USD 9,000,000.00 across the entire five-year term. Pricing is on a firm fixed-price basis, with quotations required for all five ordering periods using pre-priced rate schedules provided in the Exhibits.
Quoters must meet two mandatory technical requirements to be considered acceptable: possession of a valid "Type 1 Travel Agency" registration issued by Japan's Ministry of Land, Infrastructure, Transport and Tourism held directly in the quoter's name, and demonstrated established partnerships with bus companies nationwide across all 47 Japanese prefectures. The evaluation methodology is Lowest Price Technically Acceptable (LPTA), with award to the lowest total evaluated price quote meeting the technical standards. Quotations must be submitted electronically in three separate parts (Summary and Miscellaneous Data, Technical Offer limited to 40 pages, and Price Quotation) by email to the specified contracting officers. The acquisition is unrestricted and not set-aside for small business. The contract includes standard FAR and DFARS clauses, with specific provisions addressing tax exemptions under the U.S.-Japan Status of Forces Agreement, antiterrorism/force protection requirements, and electronic payment through Wide Area Workflow (WAWF).
