About this opportunity

The Federal Emergency Management Agency (FEMA) Preparedness Section is soliciting janitorial services to maintain a safe workspace environment for staff at Building C-54 located at Naval Weapons Station Earle in Colts Neck, New Jersey. The services encompass daily, weekly, monthly, and semi-annual cleaning operations across approximately 22,500 square feet of office space, including entrance areas, kitchens, toilets, and common areas, with flexibility to expand services during Regional Response Coordination Center (RRCC) emergency activations. Contractors must provide all cleaning supplies and equipment, maintain a quality control program using environmentally friendly products, respond to emergency callbacks within one hour, and ensure all personnel obtain required federal clearances and pass background checks. Proposals will be evaluated using a best value approach based on three primary factors: Technical Specifications (including management approach and quality control plans), Past Performance (requiring two examples from contracts completed within the last three years), and Price, with non-price factors weighted as slightly more important than cost. Critical deadlines include a questions due date of December 11th, 2025 at 5:00 PM EST, site visits on December 8th and 10th, 2025 at 11:00 AM EST (attendance not mandatory but encouraged), and a proposal submission deadline of December 15th, 2025 at 5:00 PM EST, with all questions and proposals directed to kendall.feaster@fema.dhs.gov.

This solicitation is designated as a 100 percent small business set-aside under NAICS code 561720 (Janitorial Services) with no incumbent contractor identified. The contract will be awarded as a fixed-price purchase order covering a 12-month base period from February 1, 2026 through January 31, 2027, with four optional renewal periods extending through January 31, 2031. Service delivery includes three tiered levels: base daily cleaning Monday through Friday during normal operating hours (7:00 AM - 4:00 PM), weekend services upon RRCC activation, and twice-daily cleaning during RRCC emergency operations, with the facility potentially expanding from approximately 126 regular employees to 250 employees during disaster response. Contractor compensation must comply with the Service Contract Act wage determination for Monmouth and Ocean Counties, New Jersey, requiring minimum hourly rates of $17.75 plus $5.55 per hour for health and welfare benefits, with the potential for extended service days based on changing operational needs. The place of performance is Building C-54 at Naval Weapons Station Earle, 201 Route 34 South, Colts Neck, New Jersey 07722, requiring all contractor personnel to obtain proper Department of Defense base access clearance and complete the NAVSEC5512 form.
