Place of performance is Sevierville, Tennessee. The contractor must furnish all labor, materials, insurance, and equipment to clean exterior windows, frames, sashes, panes, sills, screens, jambs, rails, aprons, and stiles across 34 buildings plus additional structures, with a minimum of two cleaning trips annually. Specialized requirements include hand-washing only (no high-pressure systems) for historical buildings with colonial-style woodwork and windows in the Atrium, old library, gymnasium, and chapel. Contractor personnel must wear identifying clothing, secure visitor badges, report daily to Environmental Management Services, and submit a safety plan for roof work. All contractor personnel must comply with OSHA guidelines and facility safety procedures and coordinate to avoid disrupting patient treatment.

The base contract period runs September 1, 2026, through August 31, 2027, with four one-year options extending through August 31, 2031. The total estimated contract value is $9 million. Offerors must complete VAAR 852.219-75 (Limitations on Subcontracting Certificate) or their quote will be deemed ineligible. Payment is made electronically through the Federal Service Center e-invoicing system after completion of each service occurrence. NAICS 561790, PSC S299.
