About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 seeks furnished hotel or motel rooms averaging 1–15+ rooms per night to support lodging needs for veterans near the James H. Quillen VA Medical Center, with proposals due August 31 and questions due August 15. This is a total small business set-aside, indefinite-quantity, firm-fixed-price contract.

Place of performance is Mountain Home, Tennessee, within a six-mile radius of the medical center. Rooms must be double-occupancy (though the VA may request alternative configurations), ADA-compliant, ground-floor or elevator-served, located at a single facility rated 2-star minimum (3-star preferred), and must include utilities, continental breakfast, on-site parking, telephone service, television, and daily housekeeping at no additional charge. All rooms must comply with NFPA 101 fire codes and applicable building codes. Contractor must hold reserved rooms until 8:00 PM daily; rooms automatically release at 8:00 PM if veterans do not call to hold reservations. The VA pays only for rooms actually used or returned to the vendor.

The contract runs five years from October 1, 2026 through September 30, 2031, with estimated performance of 2,040 room-days annually across base and option periods. Prime contractors may subcontract to similarly situated small businesses; large business subcontractors require 50% of payment flow-through to the prime. A signed letter of commitment from the proposed property is required at proposal submission. Price escalations across all five annual contract line items must be included in proposals and evaluated comparatively. Invoicing occurs monthly in arrears to the VA Financial Services Center in Austin, Texas, with payment via electronic funds transfer. Evaluation criteria are price (weighted as slightly more important), past performance, and technical conformance, with award to the responsible offeror offering best overall value. Amendment 1, posted August 20, clarified contract scope and requirements without extending the deadline.
