About this opportunity
The United States Postal Service seeks proposals for roof replacement at its Jackson Main Office Processing & Distribution Center in Jackson, Mississippi, with proposals due November 20 and a pre-proposal meeting scheduled for October 27. No set-aside applies.
Place of performance is 401 E. South Street, Jackson, MS 39201. The estimated project cost is between $5,000,000 and $6,500,000, with construction completion required no later than 300 calendar days after receipt of the Notice to Proceed. Work includes removal of 200,000 square feet of temporary interior protection, asbestos testing and removal if needed, complete roof removal to structural deck, replacement of 20,000 square feet of lightweight insulating concrete, refastening of structural decks in specified roof areas, installation of polyisocyanurate insulation systems, 1/2-inch high-density wood fiber cover board, fully-adhered 80-mil minimum PVC roofing membrane meeting ASTM D4434 Type III, PVC and sheet metal flashings, and sealants. An alternate price for a 20-year total system warranty is requested. NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Z2HB.
The technical evaluation plan assesses eligibility, bonding, financial condition and capability, supplier capability, and past performance on a 100-point scale. USPS evaluation balances technical merit and price, with technical value becoming less important relative to price as technical scores converge; USPS will not necessarily award to the lowest price if superior technical features offer better overall value. Technical inquiries should be directed to Ed Roscoe, ROTH Bros Inc, at (330) 727-4488, or Joshua McKall, USPS Project Manager, at Joshua.K.Mccall@usps.gov. Suppliers must register in the USPS eSourcing platform via Coupa and obtain a valid DUNS number prior to participation.
Notice text
The Facilities Construction R&A East CMT of the United States Postal Service is soliciting proposals for a Roof Replacement project, at the United States Postal Service owned Jackson Main Office P&DC, 401 E. South St Jackson, MS 32901-9997 Hinds County. Please see attached Summary of Work.
The estimated cost of the work is between $5,000,000 and $6,500,000; with construction completion no later than Three hundred (300) calendar days after receipt of the Notice to Proceed.
The solicitation will open October 21, 2026 on USPS eSourcing Coupa (see How to Participate below) and close on November 20, 2026. A pre-proposal meeting for this project will be held on October 27, 2026 at 10:30 am, (local time) on site. Attendance is not mandatory but is strongly recommended. The call in number for this pre-proposal meeting is 716-427-1401 Code: 803314# Technical inquiries are to be addressed to Ed Roscoe, Architect/Engineer, ROTH Bros Inc, at (330) 727-4488, or the USPS Project Manager, Joshua McKall at Joshua.K.Mccall@usps.gov.
The USPS is concerned with making an award to the supplier striking the appropriate balance of technical features and price. The USPS will not, however, make award to a higher priced offer which provides only marginal additional technical value. As technical scores become closer, then price becomes more important as selection. However, the USPS may not necessarily make an award at the lowest price to achieve a small price savings if better value can be achieved with superior technical features.
