About this opportunity
The United States Postal Service Facilities Construction R&A East CMT seeks roof replacement at its Jackson Main Office P&DC facility, with proposals due November 20. The procurement carries no set-aside.
Place of performance is Jackson, Mississippi, 401 E. South Street, Jackson Main Office P&DC. The estimated project cost is between $5 million and $6.5 million, with construction completion required no later than 300 calendar days after notice to proceed. Work includes complete roof replacement for Areas B through Q, removal of the existing roof system to the structural deck, substrate preparation, installation of 200,000 square feet of temporary interior protection, removal and replacement of 20,000 square feet of lightweight insulated composite materials, asbestos laboratory analysis and remediation if applicable, structural deck inspection and repairs, replacement of damaged wood blocking, and refastening of existing structural decks in Areas H, I, and J. The new roof system includes asphalt-coated base sheet underlayment, polyisocyanurate insulation ranging from 1 to 5 inches in thickness depending on area, 1/2-inch high density wood fiber cover board, and fully-adhered minimum 80-mil PVC roof membrane meeting ASTM D4434 Type III. A 20-year total system warranty is priced as an alternate. All work must comply with applicable codes and local regulations.
The NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Z2HB. Evaluation balances technical and price, with USPS assessing technical proposals on a 100-point scale covering eligibility, bonding, financial condition and capability, supplier capability, and past performance. USPS will not award to a higher-priced offer providing only marginal additional technical value, and as technical scores narrow, price becomes proportionally more important in selection. A mandatory pre-proposal meeting is scheduled for October 27 at 10:30 am local time on site. Technical inquiries should be directed to Ed Roscoe, Architect/Engineer at ROTH Bros Inc, (330) 727-4488, or Joshua McKall, USPS Project Manager, Joshua.K.Mccall@usps.gov.
Notice text
The Facilities Construction R&A East CMT of the United States Postal Service is soliciting proposals for a Roof Replacement project, at the United States Postal Service owned Jackson Main Office P&DC, 401 E. South St Jackson, MS 32901-9997 Hinds County. Please see attached Summary of Work.
The estimated cost of the work is between $5,000,000 and $6,500,000; with construction completion no later than Three hundred (300) calendar days after receipt of the Notice to Proceed.
The solicitation will open October 21, 2026 on USPS eSourcing Coupa (see How to Participate below) and close on November 20, 2026. A pre-proposal meeting for this project will be held on October 27, 2026 at 10:30 am, (local time) on site. Attendance is not mandatory but is strongly recommended. The call in number for this pre-proposal meeting is 716-427-1401 Code: 803314# Technical inquiries are to be addressed to Ed Roscoe, Architect/Engineer, ROTH Bros Inc, at (330) 727-4488, or the USPS Project Manager, Joshua McKall at Joshua.K.Mccall@usps.gov.
The USPS is concerned with making an award to the supplier striking the appropriate balance of technical features and price. The USPS will not, however, make award to a higher priced offer which provides only marginal additional technical value. As technical scores become closer, then price becomes more important as selection. However, the USPS may not necessarily make an award at the lowest price to achieve a small price savings if better value can be achieved with superior technical features.
