About this opportunity

The Defense Logistics Agency (DLA) Troop Support is seeking industry input on its acquisition strategy for Air Force Improved Outer Wear Layer (IWOL) flame-resistant jackets through an informal market research survey due February 24, 2026. The procurement involves two jacket items: the Jacket Air Force IWOL, FR Sage (PGC 00086, NSN 8415-01-672-6055) and the Jacket Air Force IWOL, FR OCP (PGC 00120, NSN 8415-01-676-6707), both of which must be manufactured in strict accordance with Purchase Description WNU 17-04A and cloth specifications GL-PD-12-16E. Vendors must demonstrate production capabilities, lead times of 240 days for initial production, subcontracting plans, commercial item applicability, and pricing stability, with potential participation in a Materials Cost Economic Price Adjustment clause tied to Department of Labor Producer Price Indexes. The Government contemplates awarding a single Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity contract with potential Berry Amendment compliance requirements. Responses should be submitted to Shane Moore (shane.moore@dla.mil) or Pat Martin (patricia.a.martin@dla.mil) by 3:00 PM Philadelphia time on February 24, 2026.

This procurement carries no set-aside designation and represents an unrestricted competition. The anticipated contract structure includes five one-year tier periods with tiered pricing, requiring minimum combined annual quantities ranging from 1,440 units in Tier 1 to 5,170 units in subsequent tiers, with total aggregate quantities reaching approximately 40,035 units over the five-year performance period. The Sage jacket requires 5,760 units in Year 1 and 4,920 units annually thereafter, while the OCP jacket requires 250 units per year across all periods. Delivery is mandated to three DLA 3PL locations: Travis Association for the Blind in Austin, Texas; Pendergrass Distribution Center in Georgia; and Peckham Inc. in Michigan, under FOB Destination terms with inspection and acceptance at origin. The jackets must be available in six sizes (XSmall through XXLarge) in three lengths each and comply with rigorous specifications for flame resistance, wind resistance, breathability, dimensional stability, and colorfastness.
