About this file

This is a Purchase Description (GL-PD-12-16E) for wind resistant, insulated, and flame resistant cloth for military protective applications, effective March 10, 2025, superseding the previous version from August 17, 2017.

The specification covers one cloth type available in two active classes: Class 3 (Operational Camouflage Pattern/OCP) and Class 4 (Air Force Sage Green 1666). The basic material is a three-layer laminated insulating fabric consisting of a stretch soft shell nylon exterior with a wind and water-resistant breathable membrane and fleece knit aramid/spandex blend liner. Key physical requirements include a maximum weight of 11.5 oz/yd², minimum bursting strength of 125 lbs, water repellency rating of 90/90/90, moisture vapor transmission rate of 800 g/sq.m./24h minimum, flame resistance with maximum 2-second after-flame and 5-second after-glow in both directions, thermal insulation between 0.75 and 1.1 intrinsic Clo, and dimensional stability within ±8.0% length and ±5.0% width after three launderings. Colorfastness requirements vary by color and include laundering (3 cycles minimum 3-4/3-4), light exposure, perspiration (acid and alkaline minimum 3-4/3-4), and crocking resistance (minimum 3.5/3.5 dry/wet). The specification mandates comprehensive testing including first article inspection and conformance inspection with sampling per ASQ/ANSI Z1.4, along with visual examination for material defects, cleanliness, and pattern execution. Testing methods reference AATCC and ASTM standards for properties such as colorfastness, fiber identification, abrasion resistance, water permeability, dimensional stability, flame resistance, thermal performance, electrostatic decay, and toxicity. The cloth is intended for use in the Intermediate Weather Outer Layer garment of the Fire Resistant Environmental Equipment (FREE) ensemble and is approved for use by all Department of Defense departments and agencies.

A glass plate of the same dimensions shall be placed on the specimen (or specimen assembly) and a pressure of 0.25 pounds per square inch of glass plate contact area shall be applied to the assembly. After 16 hours, the specimens shall be removed from between the glass plates and tested immediately for water permeability in accordance with 4.7.2.

4.7.2.2 Diethyltoluamide (DEET Insect Repellent ) reagent. The insect repellent reagent shall be a solution of 75% by weight (min) of diethyltoluamide and the remainder denatured alcohol (see 6.6). The diethyltoluamide component of the solution shall be a technical grade and contain N, N-diethyl-metatoluamide of not less than 95% purity and the remainder shall consist of entirely or mixture of ortho or para isomers of N, N-diethyltoluamide. The denatured alcohol component of the solution shall be ethanol, U.S.P. 94.9% by volume and denatured in accordance with The Code of Federal Regulations 27

CFR 21, Formula 40. The insect repellent must be registered with the U.S. Environment Protection

Agency (EPA) in accordance with the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) rules and regulations for implementing Code of Federal Regulations 40 CFR 150 – 180 (see 2.2.2).

4.7.3 Water repellency - spray test.

4.7.3.1 Initial. Testing shall be conducted in accordance with AATCC 22

4.7.3.2 After five (5) launderings. Test specimens shall be laundered for five (5) laundering cycles in accordance with 4.7.4.2.1 and then tested in accordance with AATCC 22.

4.7.4 Resistance to organic liquids.

4.7.4.1 Initial. Place a small specimen of the cloth on a smooth horizontal surface, face side up.

Using a pipette or eyedropper, gently deposit one (1) drop of n-tetradecane on the surface of the specimen. After 30 seconds, examine the specimen under light at an angle. Absence of light reflectance at the cloth/drop interface shall be taken as evidence of wetting. Three (3) specimen (or areas) taken at various locations across the sample unit shall be tested. Evidence of wetting on one (1) or more specimens shall be considered a test failure.

4.7.4.2 After five (5) launderings. Test specimens shall be laundered for five (5) laundering cycles in accordance with 4.7.4.2.1 and then tested for resistance to organic liquids in accordance with

4.7.4.2.1 Laundering procedure. Place 2.0 (± 0.2) pounds of the cloth and, if needed, ballast in an automatic washing machine set on permanent press cycle, high water level and warm 100oF (+10oF, -

0oF) wash temperature. Place 0.5 ounce (14 grams) of 1993 AATCC Standard Reference Detergent

(non-phosphate) without optical brighteners into the washer. The duration of each laundering cycle shall be 30 (± 5) minutes. After laundering, place sample and ballast in an automatic tumble dryer set on permanent press cycle, 150-160oF, and dry for approximately fifteen minutes. The laundering equipment, washer and dryer, shall be in accordance with AATCC-135.

4.7.5 Moisture Vapor Transmission Rate. ASTM E96/E96M with temperature and humidity conditions of 73.5 (± 1) oF and 50 (± 2) percent relative humidity. The linear air flow velocity in the wind tunnel shall be set to yield an upright, ‘open cup’ evaporation rate at all test specimen positions of

15000 (±1000) grams per square meter in 24 hours (the evaporation rate shall be determined by conducting an upright cup, Procedure B test (see 4.7.5.1), without a test specimen for a period of exactly two (2) hours.

4.7.5.1 Procedure B, ASTM E96/E96M. The back side of the basic material shall face the water.

The test specimen shall be conditioned, after set-up in the test cup with water level of 3/4 (±1/16) inch below the specimen surface, in the wind tunnel for a period of not less than four (4) hours and not more than 16 hours (Conditioning time of less than four (4) hours may be used provided that equilibrium conditions have be demonstrated to exist within the test sample/sample cup/wind tunnel. In cases of dispute, the conditioning time shall be four (4) hours.). After conditioning, the cup shall be immediately weighed to start the test and again after exactly 24 hours to complete the test. Five (5) specimens shall be tested.

4.7.6 Stiffness.

4.7.6.1 Initial.

4.7.6.1.1 Apparatus. The test apparatus shall consist of a framework with a rotating, two-roller spindle assembly and a calibrated linear measuring tool. Of the assembly, the two (2) rolls, each 1- inch in diameter and approximately 4-1/4-inches in length, are positioned parallel to one another and held in contact by spring tension. The line of contact of the two (2) rolls shall coincide with the axis of rotation of the spindle assembly attached to the fixed framework. A pointer shall be attached to the spindle assembly to indicate the relative angular position of the assembly to a moveable circular scale calibrated in degrees. The rolls of the spindle assembly shall be capable of being rotated on their axis using a slow gear adjustment to adjust the length of the test specimen. The assembly shall rotate, in both clockwise and counterclockwise directions, at a uniform rate of one (1) revolution per 60 (±5) seconds. The linear measuring tool, graduated to 0.1 millimeters, shall be used to measure the length of a test specimen extending perpendicular from the line of contact or nip of the two (2) rolls.

4.7.6.1.2 Test specimens. The specimen shall be a rectangle of cloth 1-1/4-inches wide by 6- to 12-inches long with the longer dimension parallel to the direction being tested; unless otherwise specified, the warp or length direction of the sample shall be tested. The specimens shall be cut with clean, straight and parallel edges from locations diagonally across the width of the sample and they shall not contain any evidence of creasing or folding.

4.7.6.1.3 Number of determinations. Unless otherwise specified, five (5) specimens from each of the designated directions shall be tested from each sample unit.

4.7.6.1.4 Test procedure. Conditioned test specimens in accordance with ASTM D1776/D1776M and test with specimens and apparatus in that environment, unless otherwise specified. Level the apparatus, before use, so that the spindle assembly is horizontal. Secure an end of the test specimen in and perpendicular to the nip of the rolls with enough length projecting on the left so that on rotating the spindle assembly clockwise, the projecting end of the test specimen falls through the vertical to the right.

On rotating the spindle assembly counterclockwise from the stop or end point, the test specimen should not fall back to the left until it is turned through an angle of 90 degrees. Shorten the projecting length until a rotation of 90 (±2) degrees causes the end of the test specimen to fall from one side to the other.

This defines the critical length which is measured from the line gripping the specimen (or nip of the rollers) to its free end. Measure the critical length of the test specimen in millimeters and to the nearest millimeter using the linear measuring tool. Report all individual readings of critical length and the average of results for the specified direction of test of each sample unit.

4.7.6.2 Stiffness at 32oF. The stiffness test shall be conducted as specified in 4.7.6.1 except that the test specimens shall be conditioned and tested at 32oF.

4.7.7 Visual shade matching. The color and appearance of the cloth shall match the standard sample when viewed using the AATCC EP 9, Option C, (see 6.5) with a primary light source simulating the spectral quality of average daylight, CIE Illuminant D65, with a color temperature of 6500 (± 200)

Kelvin (K) illumination of 100 (± 20) foot candles. Alternatively, the color and appearance of the clot shall match the standard sample with a primary light source simulating artificial daylight, CIE Illuminant

D75, with a color temperature of 7500K (± 200) illumination of 100 (± 20) foot candles in lieu of D65.

(See 6.5.1). The cloth shall also be a good match to the standard sample with a secondary source simulating the spectral quality of incandescent lamplight, CIE Illuminant A, with a color temperature of

2856K (± 200).

4.7.8 Pattern execution. The pattern of the cloth(s) shall be matched to the specified pattern drawing.

4.7.9 Colorfastness evaluation testing of printed cloth. When testing for colorfastness properties on printed cloth each color shall be evaluated, whenever possible, separately and reported as such. In cases where the print pattern does not allow for the evaluation of each color separately, the test results should indicate which colors were evaluated together.

4.7.9.1 Operation Camouflage pattern (OCP). All colorfastness testing for Operation Camouflage

Pattern shall be performed on the solid color area and not the tonal area.

4.7.10 Spectral reflectance test. Spectral reflectance data shall be obtained from 600 to 860 nanometers (nm) for, UCP, OEF-CP, OCP, Sage Green and most solids at 20 nm intervals on a spectrophotometer relative to the polytetrafluoroethylene (PTFE) family of compounds, the preferred white standard. Other white reference materials may be used provided they are calibrated to absolute white or vitrolite tiles. The spectral band width shall be less than 20 nm at 860 nm. Reflectance measurements shall be made by either the monochromatic or polychromatic mode of operation. When the polychromatic mode of operation is used, the spectrophotometer shall operate with the specimen diffusely illuminated with the full emission of a continuous source that simulates either CIE Source A or

CIE Source D65. Measurements shall be taken on a minimum of two (2) different areas and the data averaged. The measured areas should be at least 6-inches away from the selvage. The specimen shall be measured as a single layer backed with four (4) layers of the same fabric and shade.

The specimen shall be viewed at an angle no greater than 10° from normal, with the specular component included. Measurements shall be taken on a minimum of two (2) different areas. Specimens shall be oriented in different directions during testing. When possible, the specimens tested shall not contain the same Warp or filling yarns/ Wales or courses when presented to the sample port. Camouflage materials should be measured with the appropriate aperture size to ensure that only one (1) color is measured at a time. The diameter for standard aperture size used in the color measurement device shall be 1.0 to 1.25-inches for Sage Green 1666 and 0.3725-inches or larger for the UCP, OEF-CP and OCP. Photometric accuracy of the spectrophotometer shall be within one (1) percent and wavelength accuracy within two

(2) nm. Any color having spectral reflectance values falling outside the limits at four (4) or more of the wavelengths specified shall be considered a test failure.

4.7.11 Electrostatic decay test. The specimen shall be tested according to the method specified in

4.7.11.1 through 4.7.11.3 initially and after five (5) laundering cycles.

4.7.11.1 Specimen preparation. The specimen shall be a 3 by 6-inch rectangular piece of material.

The warp or filling yarns shall run parallel to the 6-inch length of the specimen. The direction of test

(warp or filling) shall be along the length of the specimen and each specimen shall be labeled accordingly in one (1) corner. Test specimens shall be cut so that no two (2) contain the same set of warp and filling yarns. Six (6) specimens, three (3) warp and three (3) filling, shall be tested, face and back sides inclusive.

4.7.11.2 Testing equipment. The test equipment shall consist of a meter for measuring relative humidity (RH) and temperature, a faraday cage, a source capable of outputting 5000 volts, and voltage meters to display the applied voltage and the voltage detected by the sensor. The faraday cage shall contain two (2) parallel electrodes on which specimens may be mounted and charged, and a sensor that will detect voltage on the specimen surface. The faraday cage and specimens to be tested shall be pre-conditioned at 10 (± 2) percent relative humidity overnight and conditioned at 20 (± 2) percent relative humidity for a minimum of 24 hours at approximately 75º (± 5) ℉. The specimens shall be tested at 20

(± 2) percent relative humidity and 75o (± 5) ℉. A bench top size chamber may be used as an option to achieve the conditions and to do the testing in, or any area capable of maintaining these conditions may be used. An air ionizing blower may be used while conditioning, although the blower must be turned off once testing begins. A static master may also be used to eliminate residual charges before testing.

4.7.11.3 Testing procedure. Allow the test equipment 1-hour of warm-up time. Adjust the voltage source for a charging voltage of 5000 volts by mounting a 3 by 5-inch aluminum plate across the electrodes in the faraday cage such that it is centered in front of the voltage sensor opening. Apply a charge of 5000 volts, and adjust/calibrate the voltage meter designated to indicate detected voltage on the sample equal to 5000 volts. Remove the aluminum plate. Mount a specimen tautly across the electrodes, centering it over the sensor opening. The surface of test specimen (back or front) shall face the sensor. The CUT-OFF must be set to 10 percent. 050706With the high voltage off, depress the

CHG button to measure initial charge on the test specimen. If it is not reading zero, turn CHG button off and use the static master or blower to attempt to eliminate the residual charge. With high voltage off, depress the CHG button again and record any remaining measurable residual charge. Turn off CHG button. Apply 5000 volts to the electrodes for a period of 20 seconds. To do this, depress the + button on the right (the reading on CHARGING VOLTAGE meter must read 5000 volts); then depress the

CHG button. Wait 20-second; record the highest reading on the SAMPLE CHARGE meter. Then depress the TEST button and from the readout under DECAY TIME-SEC, record how long it took for the charge to decay from maximum voltage to 10 per cent of the maximum level. Depress the

ZERO/STBY button after the test. The high voltage (5000 volts) shall be turned off and the specimen immediately grounded. If the DECAY TIME-SEC is less than 0.5 seconds, the specimen is acceptable;

otherwise it is not. Also, the specimen must accept a charge of at least 4000 volts during the 20 second charging period to be acceptable.

NOTE. The reason for failure shall be noted. Recalibrate periodically, at the minimum between each set of six (6) specimens. Report the test method used and any alterations to the method shall be reported.

Test conditions, including relative humidity, temperature and conditioning time shall be stated.

4.7.12 Compressed volume. Fabric compressibility is measured by using a standard fabric area that is subjected to a standard pressure or force while contained in standard cylinder. The test does not account for any trim types that might impact a fabric’s pack ability in the finished form. Its purpose is to standardize fabric area, pressure applied, and limiting volume to determine a volume that is achieved when a particular fabric is exposed to a standard set of compression conditions. Sample: One (1) specimen, 20-inch by 20-inch, shall be cut from the fabric to be tested.

4.7.12.1 Testing equipment. A tensile tester (in accordance with ASTM D5034) shall be used. A compression attachment consisting of a lower attachment is a 3.5-inch, inner diameter and 13-inch high cylinder that is etched along the outside of the cylinder 12-inches from the inner bottom of the cylinder.

The upper attachment is a plunger made of similar material that is approximately 3.25- inches in diameter and drilled with holes to allow for airflow out during the test.

4.7.12.2 Testing procedure. The 20-inch by 20-inch fabric specimen is folded in half once and then rolled. It is placed in the cylinder below the 12-inch etch line. The plunger is lowered to the 12-inch etch line and the test commences. The plunger descends at a rate of 24-inches/minute. Once a resistant force of 45 pounds is achieved the plunger shall be stopped and the distance traveled by the plunger is subtracted from 12-inches to determine the compressed height. The fabric should not have escaped through the small area between the inside of the cylinder and the plunger during the test. If it did the fabric should be removed, shaken out, re-rolled, and retested. If there is any indication of permanent deformation another sample should be taken. Fabric volume in the compressed condition is then determined by the following equation:

Volume (cubic inches) = 9.621 x compressed height (inches).

4.8 Toxicity test. When the toxicity requirement (see 3.10) can be demonstrated with historical use data on the finishing treatments used, toxicity testing may not be required (see 6.4 and 6.7).

5. PACKAGING

5.1 Packaging. For acquisition purposes, the packaging requirements shall be as specified in the contract or order (see 6.2). When actual packaging of materiel is to be performed by DoD or in-house contractor personnel, these personnel need to contact the responsible packaging activity to ascertain requisite packaging requirements. Packaging requirements are maintained by the Inventory Control

Point’s packaging activities within the Military Department or Defense Agency, or within the military service’s system commands. Packaging data retrieval is available from the managing Military
